IsDB Group and Kazakhstan Advance Cooperation to Strengthen Industrial Growth and Transport Connectivity

Astana, Republic of Kazakhstan, 1 July 2026 – The Islamic Development Bank Group and partners in the Republic of Kazakhstan advanced cooperation on two priorities central to Kazakhstan’s long-term development agenda by supporting stronger industrial platforms and improved transport connectivity.

The two signing moments followed H.E. Dr. Muhammad Sulaiman Al Jasser’s high-level meetings with senior officials of the Government of Kazakhstan in Astana, where discussions focused on expanding cooperation in economic diversification, infrastructure, investment promotion, logistics, and private sector development.

Following discussions with H.E. Mr. Serik Zhumangarin, Deputy Prime Minister, Minister of National Economy of the Republic of Kazakhstan and IsDB Governor for Kazakhstan, the Guarantee Agreement for KAZ1038: Development of Economic and Industrial Zones Project was exchanged in Astana.

The agreement was exchanged in the presence of H.E. Mr. Zhumangarin and H.E. Dr. Al Jasser by Mr. Anasse Aissami, Director General, Country Programs, IsDB, and Mr. Rinat Gapparov, Chairman of the Board of the Industrial Development Fund.

The project supports Kazakhstan’s efforts to strengthen economic and industrial zones, attract investment, expand private sector opportunities, create jobs, and advance long-term economic diversification. IsDB approved US$1.3 billion in financing for the project in 2026, reflecting the scale of cooperation between Kazakhstan and the IsDB Group in support of industrial development.

Following H.E. Dr. Al Jasser’s meeting with H.E. Mr. Nurlan Sauranbayev, Minister of Transport of the Republic of Kazakhstan, an MoU was signed to support cooperation on the preparation of the Kyzylorda-Saksaulsk Republican Road Corridor Project.

The MoU was signed in the presence of H.E. Dr. Al Jasser and H.E. Mr. Sauranbayev by Mr. Anasse Aissami, Director General, Country Programs, IsDB, and Mr. Darkhan Imanashev, Chairman of QazAvtoJol.

The 462 km Kyzylorda-Saksaulsk Road Corridor is a potential US$1.5 billion project in Kazakhstan’s 2027 pipeline for possible IsDB financing. The corridor is expected to strengthen national and regional connectivity, support Kazakhstan’s transit and logistics role, and improve links between communities, markets, and trade routes.

The MoU sets a framework for cooperation, with focus on road safety, climate resilience, environmental protection, and social considerations.

Together, the two agreements reflect a practical partnership approach that supports the places where businesses can grow and the corridors that connect them to markets. They also underline the IsDB Group’s continued commitment to Kazakhstan’s priorities in industrial growth, transport connectivity, private sector development, and climate-resilient infrastructure.
