Independent Evaluation Department
The Independent Evaluation Department (IEvD),specialized organ within the Islamic Development Bank (IsDB) dedicated to enhancing the effectiveness and accountability of IsDB-funded operations. As an independent entity, IEvD assumes the responsibility of meticulously planning, designing, and executing evaluations of IsDB projects, ensuring alignment with organizational objectives and the optimal utilization of resources.
IEvD's core objectives encompass reinforcing accountability, fostering a culture of reflective learning and knowledge sharing, and enhancing the efficacy and outcomes of IsDB interventions through rigorous evaluation processes. With a mandate rooted in Article 16.3 of the IsDB's Articles of Agreement that stipulates “the Bank shall take necessary measures to ensure that its financing is used strictly for the purposes for which it was provided”, IEvD upholds the principle of strict adherence to the intended purposes of IsDB financing.
Aligned with global development agendas such as the 2005 Paris Declaration on Aid Effectiveness, the 2008 Accra Agenda for Action (AAA), the 2011 Busan High-Level Forum on Aid Effectiveness, and the 2030 Agenda for Sustainable Development, IEvD underscores its commitment to maximizing impact and managing for development results.
The department conducts a spectrum of evaluation functions, including real-time/on-demand evaluation, process evaluation, corporate evaluation, thematic/sector evaluation, country evaluation, and validation of self-evaluations. These evaluations adhere to internationally accepted principles, emphasizing independence, usefulness, credibility, impartiality, transparency, and partnership.
IEvD employs specific evaluation criteria — relevance, effectiveness, efficiency, and sustainability — to generate valuable insights and recommendations for IsDB management and member countries. By systematically tracking and reporting on the implementation of evaluation findings and recommendations, IEvD contributes to the continuous improvement of IsDB interventions and development effectiveness.
In its unwavering commitment to accountability, learning, transparency, and effectiveness, IEvD serves as a catalyst for positive change within IsDB and its member countries. The department remains dedicated to shaping better evaluation practices and fostering greater impact, ultimately contributing to the socio-economic development of IsDB member countries and Muslim Communities in non-member countries.
