High-Level Policy Dialogue Mission of Vice President Operations to Indonesia

Jakarta, Indonesia, 20 October 2023 – His Excellency Dr. Mansur Muhtar, the Vice President Operations (VPO) of the Islamic Development Bank (IsDB), accompanied by Salah Jelassi, Director of Partnership, Global Advocacy, and Resource Mobilization Department, conducted a High-Level Policy Dialogue Mission (PDM) to Jakarta, Indonesia, on 16-20 October 2023.

Jakarta, Indonesia, 20 October 2023  His Excellency Dr. Mansur Muhtar, the Vice President Operations (VPO) of the Islamic Development Bank (IsDB), accompanied by Salah Jelassi, Director of Partnership, Global Advocacy, and Resource Mobilization Department, conducted a High-Level Policy Dialogue Mission (PDM) to Jakarta, Indonesia, on 16-20 October 2023.

The objective of the High-Level Policy Dialogue Mission was to consult and deliberate on the most optimal ways and means of amplifying the Bank’s country-tailored developmental engagement and support for the Government of Indonesia.

During the High-Level Policy Dialogue Mission, H.E. the VPO conducted several high-level meetings with the Government of Indonesia officials including, H.E. Dr. Sri Mulyani Indrawati, the Acting Minister of Finance (IsDB Governor for Indonesia); H.E. Basuki Hadimuljono, the Minister of Public Works and Housing; H.E. Budi Gunadi Sadiki, the Minister of Health; H.E. Scenaider Siahaan, the Acting Minister of the Ministry of National Development Planning (BAPPENAS); H.E. Juda Agung, Acting Governor of the Central Bank of Indonesia; H.E. Agus Suherman, the Director General of Directorate General of Capture Fisheries of the Ministry of Marine Affairs and Fisheries; H.E. Edwin Syahruzad, the President of PT Sarana Multi Infrastruktur (State Infrastructure Fund of Indonesia).

In addition, the IsDB delegation held a meeting with H.E. Dr. Bambang Santono, the Head of Nusantara Capital City Authority (IKN), re-affirming the Bank’s willingness to support the Government’s aspirations of fulfilling Indonesia’s commitment to securing equitable development, tackling climate change, net-zero carbon emissions, and achieving SDGs through the relocation of the capital city from Jakarta to Nusantara. The IsDB Mission emphasized that IsDB Group is keen to help Indonesia mobilize the required financial resources by leveraging its leading role among the members of the Arab Coordination Group and the private sector, thus helping Nusantara Capital City to achieve the goal of becoming the number one FDI destination for priority economic sectors in Indonesia.

The fruitful meetings focused on taking stock of implementing the 2022-2025 Member Country Partnership Strategy (MCPS), reviewing the IsDB Group's Portfolio, and solidifying the 2023-2025 Annual Work Program. The Mission also focused on enhancing IsDB’s developmental relevance, buy-in, and efficiency in the context of the Special Capital Increase (SCI) by Indonesia. Likewise, the PDM revolved around the IsDB’s role in the Golden Indonesia Strategy 20245 and the next Medium Term National Development Plan (RPJMN) 2025-2029.

On the last day of the mission, H.E. the VPO attended the 3rd IsDB Digital Inclusion Technical Working Group (IDITWG) Meeting in Jakarta, Indonesia. IDITWG was organized by the Economic & Social Infrastructure Department (ESID) in coordination with the Regional Hub Indonesia and was designed to help highlight and promote IsDB's Digital Inclusion Strategy 2024-2027 in a consultative & collaborative manner with the stakeholders. The participants attending the meeting represented various Ministries of the GOI. Numerous participants from other IsDB Member Countries virtually attended the event.

The cooperation between the IsDB Group and the Republic of Indonesia has grown dynamically and exponentially over the last few years. This strategic relationship is driven by the 2022-2025 Member Country Partnership Strategy (MCPS), which is geared towards providing solution-centric and programmatic developmental solutions in harmony with Indonesia's 2020-2024 Medium-Term Strategy and Vision 2045. To date, IsDB Group's total financing to Indonesia is around US$ 6.4 billion, spanning various priority sectors of the country's economy, both public and private.
