Technology Deployment

Overview

The Technology Deployment Cooperation Program (TDCP) is an Islamic Development Bank (IsDB) initiative designed to accelerate the transfer and deployment of proven, cost‑effective technologies that address priority development challenges in IsDB Member Countries.

TDCP adopts a demand‑driven approach that supports Member Countries by:

  • Facilitating access to appropriate technologies, expertise, and know‑how;
  • Integrating capacity development to ensure sustainable technology adoption; and
  • Enabling access to concessional financing through blended solutions, mobilizing grant resources from technology providers alongside IsDB’s ordinary financing.

The program is grounded in cooperation principles, promoting:

  • National cooperation, to scale up locally developed and proven technologies; and
  • International cooperation (North–South and South–South), to leverage technological capabilities across countries to enhance productivity and foster inclusive socio‑economic growth.

Program Features

Technologies supported under TDCP are carefully selected to align with the development priorities of IsDB Member Countries. TDCP initiatives aim to:

  • Promote inclusive and sustainable economic development;
  • Foster triple‑win partnerships that deliver value for all parties involved;
  • Strengthen country ownership through member‑led adoption and adaptation of solutions; and
  • Prioritize technologies that are practical, scalable, and cost‑effective in addressing development challenges.

Role of Technology Provider Partners

Technology providers participating in TDCP are expected to:

  • Contribute grant resources to enable blended financing and increase access to concessional funding;
  • Engage in Member Country‑driven, needs‑based identification, design, and appraisal processes;
  • Deliver comprehensive, solution‑oriented support that extends beyond financing;
  • Provide complete turnkey solutions; and
  • Ensure sustainable deployment through capacity development, including training, systems, and institutional processes.

TDCP Process

TDCP applies a structured matchmaking process that enables Member Countries to better understand available technology solutions and assess their potential to improve the efficiency, effectiveness, and inclusivity of development interventions.

Key activities include:

  • Policy dialogue and awareness‑raising engagements to identify country needs and challenges;
  • Technology assessments using the STI Technology Appraisal Tool, covering technical, economic, social, environmental, and regulatory dimensions;
  • Formal commitments from technology providers to contribute grant financing for blended solutions;
  • Technology demonstration workshops to facilitate knowledge exchange and solution familiarization; and
  • Independent technology evaluations, including Value‑for‑Money (VfM) assessments conducted by relevant experts and partners.
