Technology Deployment Cooperation Program (TDCP) Overview
The Technology Deployment Cooperation Program (TDCP) aims to accelerate the transfer and deployment of proven, cost-effective technologies to address the key development challenges facing IsDB Member Countries. TDCP is a demand-driven approach that: i) Facilitates the deployment of the requisite technologies, expertise and knowhow; ii) Integrates capacity development for sustainable deployment initiatives; and iii) Facilitates access to concessional financing by mobilizing grant resources from technology providers, to blend with the Bank's ordinary financial resources.
The TDCP is based on the principles of cooperation as it involves: i) National cooperation, to scale up locally developed, proven technologies and ii) International cooperation (North-South and South-South), to better harness the technological capabilities of member countries to improve productivity and support socio-economic growth.
Program Features
Under the TDCP, identified technologies must be relevant and aligned with the recipient countries' development priorities and the Realigned IsDB Strategy 2023- 2025. Moreover, the Program will adopt deployment approaches that: i) Promote inclusive economic development; ii) Foster triple-win partnerships for all parties to the cooperation; iii) Reinforce ownership, member-led adoption and adaptation of the solutions to meet their needs; iii) Most importantly, identify technologies that are cost-effective and practical in helping member countries overcome their developmental challenges.
In addition, identified technology provider partners will:
- Provide grants to enable blended financing for increased access to concessionary financing.
- Participate in Member country-driven needs-based identification, design, and appraisal process.
- Adopt a comprehensive solution-driven approach that goes beyond financing provided.
- Deploy complete turnkey solution services.
- Ensure the sustainable deployment and technology adoption through capacity development (training, systems and processes).
TDCP process
The matchmaking process ensures that Member Countries learn more about the technology solutions and their potential in terms of improving efficiency and effectiveness of development interventions and processes, while ensuring inclusivity.
Some of the activities include:
- Policy dialogue, awareness-raising meetings to identify member country challenges and needs
- Technology assessments through the STI Technology Appraisal Tool. The tool collects information on the technology profiles, including technical, economic, social, environmental and regulatory aspects, which can be further analysed in line with the member country needs.
- Commitment from Technology Providers (TPs) through pledges to provide grants to blend with IsDB financing, for deployment of the technologies
- Technology demonstrations workshops for member countries to discuss, assess and familiarise with required solutions.
- Independent Technology Evaluations, including Value-For-Money (VFM) assessments by relevant sector experts/partners.
