The project will provide urgent support to control the spread of the virus and to reduce infection through enhancing the capacity of the health care system to respond and manage COVID-19 cases. The project will strengthen the country’s health system capacity in providing essential health care services to protect the population against COVID-19, and will enhance the country’s capacity in case detection, confirmation and management throughout the country and at 64 Points of Entry to the country.
The Bank’s financing will enable the country to acquire and install 4 prefabricated Healthcare Units, construct and equip 2 National Laboratories P3 level, acquire 2 Mobile Laboratories P3 level and 2 Ambulances. The project covers the entire country providing health services to the population of Porto Novo and Cotonou as well as people crossing Benin.
The Bank’s financing will enable the country to acquire and install 4 prefabricated Healthcare Units, construct and equip 2 National Laboratories P3 level, acquire 2 Mobile Laboratories P3 level and 2 Ambulances. The project will support the Government’s response to COVID-19 health emergency (preparedness and response) by enhancing the capacity of five regions of Burkina Faso to prevent, detect and control the spread of the virus, thereby breaking the community transmission of the virus.
The project will enable the country to procure urgent medical and non-medical supplies for infection prevention and control including personal protective equipment (PPE) for health care workers, as well as medical equipment such as testing kits, laboratories reagent, thermal camera disinfectants and vehicles needed to enhance the capacity of the targeted regions to respond to the COVID-19. The project also includes various measures to strengthen the surveillance capacity at the Points of Entry (POE) of the regions, and training of the Rapid Response Teams on epidemic response to limit the spread of the virus.
In addition, the project will finance programs to develop risk communication and community mobilisation to raise awareness among the populations for behaviour change to reduce the spread of the virus and ultimately break the community transmission of the virus.

The proposed project, (Phase 2), is expected to enhance the resiliency of the health system of the same regions by strengthening their capabilities to manage respiratory infections and face any surge of Covid 19 cases and to continue to provide care services. It includes a support to three additional regions where urgent equipment such as oxygen for resuscitation and laboratories equipment are also needed to enhance their capacity to face the current epidemic which is expected to last for a while before an efficient vaccine is found.
The proposed phase includes also research activities towards a better knowledge on the quality of care provided to the Covid-19 patients, on the mental health of health workers and the social representation of the disease by the population of Burkina Faso. The objectives of these studies are to build strong Covid-19 databases to enable better decision-making for pandemic preparedness and management.
The project will be implemented by Ministry of Health over a period of twelve (12) months.
The proposed phase includes also research activities towards a better knowledge on the quality of care provided to the Covid-19 patients, on the mental health of health workers and the social representation of the disease by the population of Burkina Faso. The objectives of these studies are to build strong Covid-19 databases to enable better decision-making for pandemic preparedness and management.

Cameroon

Support to the COVID 19 response for essential reproductive health activities
The project, which is the first in three phase support under Covid-19 Response package totaling $30.5 million) aims to support the continuation of essential maternal and childcare services for the most vulnerable communities.
The project will enable the country to undertake critical activities related to the COVID 19 response and for essential reproductive health activities, including acquisition of personal protective medical equipment for health care professionals and COVID 19 laboratory reagents, upgrading the emergency obstetric and neonatal care services in line with COVID 19 requirements, provision of psychosocial support to front line health care professionals engaged in the COVID 19 medical services, and upgrading the health management information system in line of the COVID 19 surveillance requirements.

The COVID 19 Emergency Support Response Plan Project to Cameroon
The overall objective of the project is to strengthen the national system for public health preparedness and its capacity to prevent, early detect, and treat COVID 19. The specific objectives aim at: (i) Improving Case Detection, Confirmation, Contact Tracing, Recording and Reporting, and (ii) Enhancing the capacity for case management, and (iii) Expanding the capacity to prevent the disease transmission.
Specifically, this project will intervene in Health emergency response and Health system strengthening as follows:
Health Emergency Response: This component comprised of two sub -components:
• Improving Case Detection, Confirmation, Contact Tracing, Recording and Reporting.: This sub-component will finance the following activities: i) the purchase of 25 ambulances to cover the whole country, for the rapid intervention teams; ii) procurement of laboratory tests and related consumables such as real time-PCR Kit-96 tests for existing laboratories and; iii) the acquisition of personal protective equipment (masks, gloves and automatic gel dispensers)
• Improving Case Management of COVID-19 Patients: This sub-component will support efforts to enhance the capacity for case management and to provide quality supportive treatment for COVID-19 patients. It will finance the provision of medical equipment and supplies to comply with WHO standards for COVID-19 supportive treatment such as: ventilators, ICU equipment, portable patient monitors, pulse oximeters, oxygen concentrators, autoclaves etc.
Strengthening the Health System: This component will support efforts to strengthen the capacity of the public health system to provide optimal medical care to COVID 19 positive patients. Funding will help raise the diagnostic and treatment capacity of the central and regional hospitals by providing next-generation medical imaging equipment needed.
The third intervention is the support to Project Management: This component is dedicated to project management (coordination, procurement, financial management, reports and operating costs; Consultants), capacity building, joint learning activities; monitoring and evaluation of activities and the final audit of the project.
The Ministry of Health- MoH will be the Executing Agency (E.A). The proposed project will be implemented by the Department of Planning in the Ministry of Health in close collaboration with other key ministries.
The MOH will set up a Project Management Unit (PMU) attached to the Study and Projects Division of the Ministry of Health
RHA will follow-up the implementation of the project during the different phases from contracting until the delivery, acceptance and payment of the suppliers.

The overarching objective of the project is to contribute to reducing the mortality and morbidity rate linked to COVID-19 as well as mitigating the health, social and economic consequences of the pandemic. The proposed financing will enable the country to pursue the following Key Development Results: (i) 25,000 of suspected cases will receive quality assured tests for COVID-19; (ii) 50,000 number tests performed as per WHO approved protocol and more than 150,000 households in acute food insecurity supported with food rations to meet their nutritional needs for at least one month.
The project components are as follows: (i) Strengthening Health Surveillance system through Capacity Building activities and Acquisition of laboratory equipment, (ii) Food Security through Provision of Food Aids and Farmers Capacity Development and (iii) Implementation Management, Monitoring and Evaluation.
Through, IsDB Reverse Linkage framework, the International Center for Bio-saline Agriculture (ICBA), will conduct the Farmers Capacity Development on the use of resource‐efficient, climate‐smart crops and technologies that are best suited to different regions affected by salinity, water scarcity and drought.

The project will equip 14 COVID-19 treatment centres with essential medical equipment including Intensive Care Unit (ICU) as per WHO standard in terms of COVID-19 case management; provision of 373 medical Equipment of care units for Infectious and Tropical Diseases Services to be procured and deployed, procurement of 2.6 million COVID-19 related protective kits as per approved protocols and delivery to frontline medical workers across the country. In addition, the project will also provide 20 ambulances and 12 customised pre-fabricated modular structures including air conditioning and oxygenation circuit with a capacity of 515 beds.

Strengthening Of The Economic Resilience Of Vulnerable Enterprises Project Under The COVID-19 Response Plan, Republic of Djibouti
The overall project objective is to contribute to the Government efforts of reducing poverty through the promotion of IGAs and MSME which are aimed at improving the livelihood system of the most vulnerable segments of the society across the country. This project will have the following specific objectives: (i) compliment the safety net programs through organising vulnerable households into Self-help groups and setting revolving funds, (ii) support youths and women to engage in Income Generating Activities (IGAs) by providing basic skill and access to capital needs; (iii) the provision of capacity building services to targeted beneficiaries including skills development programs to enhance their business capacities, and (iv) enhancing access to financial services through the arrangement of Islamic line of financing for the promotion of IGAs and MSME.
The proposed project intervention is set to complement the Social Safety Net program financed by the World Bank which follows a community-based livelihood approaches and demonstrates the potential for sustainable income generation for poor and marginalised groups in the regions of Djibouti. The interventions under this project will also provide support and strengthening the resilience of vulnerable households and MSMEs affected by the COVID-19 pandemic and to establishing new ones. The targeted sectors selected for the intervention includes agriculture, agropastoralism, Handcrafts and fishery.
The beneficiaries of the project are located throughout the country (namely in Arta, Tadjourah, Dikhil, Obock, Djibouti City and Ali-Sabieh). To this effect, the implementation of the project will provide financial assistance to 80 Self Help Groups of vulnerable households through a revolving fund scheme. The project will also organise twenty clusters for 1200 MSMEs, which will focus on benefiting the youth and women in terms of providing suitable working environments, skill developing trainings and a line of Islamic finance. The project will also organise business competition grant scheme for 500 MSME.
The project will be implemented by Center for leadership and Entrepreneurship over a period of 24 months. UNDP, ADDS/MFI Unit and the local Islamic banks will participate as implementing partners

The COVID-19 Emergency Response Project (Covid-ERP) - Guinea Bissau
The project development objective is to strengthen the Guinea Bissau Covid-19 preparedness and response through early detection, investigation, isolation and treatment of COVID - 19 cases. More specifically, the project will contribute at (i) Enhancing Covid-19 coordinated response, surveillance, laboratory capacities and treatment. And (ii) Improving the quality of care for better management of Covid19 cases. The project will cover the autonomous capital unity of Bissau, and will cover all regions such as Bafata, Gabu (East), Canchungo, Farim, Mansoa (North), Buba and Tombali (South). The key result indicators are presented below:
• At least 75% of suspected cases (both male and female) received quality assured tests for COVID-19 (CSI 4702).
• At least 75% of confirmed COVID-19 cases (both male and female) investigated as per the WHO approved protocol (CSI 4703)
• At least 75% of critical COVID-19 infected patients (both male and female) admitted in Intensive Care Units (CSI 4704)
• At least 75% of confirmed COVID-19 cases (both male and female) treated as per the approved protocol, (CSI 4705)
• 8 Central hospital and 300/400-healcare facilities type A and B provided with medical and non-medical equipment, PPE, Laboratory equipment ad reagents.
• 8 medical ambulances, 3 refrigerated medicine trucks, 3 Refrigerated truck maintenance medical speedboat, 4 generators, 5 pallet trucks, IT equipment provided to health facilities.

The Executing Agency is the newly established COVID-19 High Commission and it will be responsible for overall implementation of the project. There is National COVID-19 Coordination Unit for the management of the COVID-19 Emergency response project.
The Project Coordination Unit working closely with the Representation of the WHO tasked with the procurement responsibilities will on direct contract basis sign an agreement to capitalize on the experience of the UN system for health crisis situations. As an emergency project, the project is scheduled to have an implementation time of 12 months from the date of effectiveness.

The resources provided by the IsDB will assist the Kyrgyz Republic strengthen its health system preparedness and response to COVID-19 pandemic, improving quality and timeliness of the pandemic containment measures and minimising risks of infection to health workers and general population. The financing package will help in strengthening the diseases surveillance capacity; enhance the pandemic containment measures; and support project management.
The IsDB intervention will help reduce COVID-19 case fatality rate (CFR) in the Kyrgyz Republic to less than 2% and provide the Government with: (i) 10 diagnostic labs fully equipped with PCR equipment and transportation vehicles ready for diagnostics of COVID-19; (ii) 30 new ambulances to enhance rapid response capacity of healthcare sector, and (iii) provision of needed medical equipment, PPEs and essential drugs to 32 designated hospitals across the country, to protect against COVID-19.

The Project, representing phase 1 of a two-phase support totalling $20 million, will strengthen the health system preparedness and response to COVID-19 pandemic by scaling-up one regional health facility capacity for case tracing and infection control, and improving the emergency health care quality.
The funding provided by the IsDB will support in ensuring that at least 80% of confirmed COVID-19 cases admitted in project targeted ICU are treated as per the approved protocol, and will serve the targeted communities of Haa Alif, Haa Dhaalu and Shaviyani Atolls in the upper north province of Maldives covering a population of about 55,905. The funding will help in upscaling of the Shaviyani Atoll hospital to serve as a standard facility for management of COVID-19 cases including the equipping of ICU units with 9 medical-grade ventilators, 10 cardiac monitors, 10 patient trollies and other related medical equipment and devices.

In fact, H.E. the President announced during a virtual meeting held with H.E. the IsDB Governor for Mauritania on 9th April 2020, that IsDB Group will make available a COVID-19 package of an amount of US$ 33 million to the Government of Mauritania, including, in addition to the subject project, support to health sector (equipement and medecines).
The development objective of the project is to support the Government’s efforts to respond and mitigate the negative effects of the COVID-19 pandemic on poor families by enhancing their access to food through direct free distribution of food and supporting the agriculture sector.

The project is a part of the IsDB support package to Morocco to combat COVID19 and its economic and social effects which amounts to US$462.2 million covering emergency support to upgrade the health sector, supporting the private sector and the productive sectors, trade finance, and supporting priority infrastructure projects.
The objective of the project is to support the Country’s response efforts to overcome the immediate health effect of the pandemic. In the short and medium terms, the project aims at expanding the resilience of the National health system to manage and provide healthcare to suspected and detected cases.
The scope of the project includes the following components: (i) Acquisition of medical equipment (ii) Capacity Development through Reverse Linkage (RL) of Pasteur Institute in Morocco.
Component 1: Responding to health emergency needs by purchasing medical equipment to combat COVID19 for increasing the capacity of public hospitals in terms of COVID19 case management in the hospital and Intensive Care Clinics (reanimation). This component includes: (i) acquisition of COVID19 related equipment, supplies and drugs, (ii) expanding the testing capacity of the country through purchasing 2 million testing kits (Purchase of reagents, chemicals and biologicals from laboratories), (iii) capacity building through trainings in the following fields: (a) COVID19 Case Management in hospital-setting and (b) Infection and Prevention Control.
Component 2: Support to Pasteur Institute of Morocco to develop its capacity in order to acquire the know-how and expertise to produce “Viral Transportation Medium” required to facilitate the collection, transport and preservation of oropharyngeal parts of respiratory viruses (such as COVID-19, influenzas and different oral virus collection) taken from the patients until their analyses. This will help Morocco increasing their ability to fight COVID-19 Pandemic.
This component will be implemented through the IsDB Reverse Linkage (RL) mechanism with the support of provider from the global South as per the Reverse Linkage policy of the Bank (i.e. mainstreamed Reverse Linkage component). Under this component the following main activities will be carried out: i) support of the Institute in the development of protocol to produce Viral Transportation Medium, (ii) support the certification process of the viral transportation medium and (iii) support in the lab equipment and local refurbishment to develop such transportation medium.
The support package is planned to be implemented within 1 year from the date of approval.

The proposed project aims to support the Government’s efforts in securing access and availability of basic foodstuff to the most vulnerable segment of the Senegalese society throughout the country. This objective will be sought through (i) the procurement and acquisition of key basic foodstuff; and (ii) the dispatching and distribution of the food aid bags to the end beneficiaries. The implementation of the project will target the distribution of food aid bags to 1 million household, in need (approx. 8 million inhabitant) i.e. almost half of the total population of the country, in need.
The beneficiaries of the project are located within 553 municipalities in the 45 regions throughout the Senegalese territories. According to the Senegal Ministry of Community Development, Social and Territorial Equity (MDC) , a beneficiary is defined as a household that is uncapable of satisfying its nutrition needs and other basic needs without external support for a limited period due to the COVID-19 pandemic and as a consequence of the measures taken by the Government to limit the spread of the sickness.
This project is expected to contribute to the efforts established under the SDG 2 by ensuring some food security and improved nutrition during part of the COVID-19 pandemic crisis. The SDG 3’s good health and well-being objective is also addressed here through the inclusion of hand soap packs in the food aid bags to be distributed. The latter should also contribute towards the promotion of the disease’s preventive measures.

The proposed project aims to prevent, detect and respond to the threat posed by COVID-19 and strengthen essential health services in Sierra Leone. More specifically, the project will contribute at (i) improving clinical services including emergency services and outbreak containment in ten (10) secondary Districts‘ Hospitals; (ii) improving imaging and diagnostic capacity of ten (10) secondary hospitals; and (iii) strengthening referral and feedback mechanisms between ten (10) secondary Districts‘ Hospitals and their related Peripheral Health Units and Regional hospitals.
The project will finance refurbishing/renovating of existing Infrastructure to create functional COVID-19 Treatment Centers (CTCs) and COVID-19 Community Care Centers (CCCs) in the ten (10) targeted Districts’ Hospitals, for provision of optimal medical care and treatment at an isolation unit of the designated facilities for COVID-19. It will support the construction and operationalization of four (04) Emergency Rooms in three (03) Districts’ Hospitals. It will also finance the training of 1,500 healthcare staff to work in CTCs and CCCs on the approved COVID-19 case management and emergency care with refresher training in case definitions and Infection Prevention and Control (IPC) protocols/ Protective Personnel Equipment (PPE). It will finance the procurement of fifty (50) bed infectious disease isolation units with 24 hours’ service. The project will finance emergency drugs, medical supplies and consumables, medical equipment, non-medical consumables and furniture for the (10) targeted Districts’ Hospitals. It would support the procurement and installation of mobile Digital X-Ray machines in Intensive Care Unit/Intensive Care Unit (ICU/PICU). It will finance the rehabilitation and provide pipe-borne water and support waste management in 10 secondary hospitals in the 10 secondary hospitals. The project will also enable the Country to acquire and install laboratories equipment & supplies /reagents for essential services.

The project aims at strengthening the health sector capacity in terms of preparedness and response to the COVID-19 through supporting the Government’s efforts to prevent, detect and respond to the threat posed by COVID-19 pandemic. The project will enhance the availability of Personal Protective Equipment (PPE) for frontline health workers and other staffs in health care facilities and institutions designated for COVID-19 response. The project will also improve the availability of laboratory testing for COVID-19 at the designated laboratories.
Specifically, the project will finance acquisition of PPE including surgical masks, respirators, gloves, googles and other related PPE equipment for health workers at various levels of health care system. The project will also finance acquisition of supplies and consumables for disinfection and Bio-hazardous waste management.
The project will also enhance the availability of COVID-19 testing for suspected cases through financing acquisition of relevant laboratory equipment for the Uganda Virus Research Institute and additional two testing centres designated for COVID-19 testing.

The IsDB funding will support the implementation of the National COVID-19 Response Plan of the Republic of Uzbekistan. It will contribute to the massive efforts of the Government of the Republic of Uzbekistan to prevent the spread of the infection and provide diagnostic facilities and advance equipment and medical supply for treatment of infected people.
The project will finance purchasing of medical supply and equipment for the specialised medical facility of 10,000 beds for treatment of the COVID-19 infected patients in Tashkent. This will include medical equipment/supply for diagnostic and inpatient department, medical laboratories, central sterilisation unit, hospital pharmacy, pathology department, info-communication systems, and installation, commissioning and training services.

Strengthening of health system by construction and equipping of the Multidisciplinary Hospital in Tashkent and supply of medical equipment and consumables for the Special 10,000 Beds Medical Complex for Treatment of COVID-19 Patients, Mother and Child Medical Center and the Reference Laboratory in Tashkent.
The project will strengthen the surveillance system through mobilization of 40 mobile laboratories under the Sanitary Epidemiological Surveillance Agency across the country to serve in the high risk places. It will also supply a wide range of equipment including laboratory equipment and devices such as PCR equipment and test kits, as well as equipment and required consumables for ICU, surgical, radiologic, and haematology units.
The project will also support capacity building of health care and laboratory staff through organization of training courses on the Covid-19 molecular biology testing, public health emergency management, COVID-19 and Severe Acute Respiratory Infection Case management, and Infection Prevention and Control (IPC) for COVID-19.
The project will be implemented by the Ministry of Health of the Republic of Uzbekistan over a period of one year.
