GENERAL PROCUREMENT NOTICE

The Government of Turkmenistan has applied for the financing of USD 156,3 million equivalent from the Islamic Development Bank toward the cost of the Improving Quality of Oncology Service and Construction of Cancer Treatment Centers, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by Saudi Fund for Development. Saudi Fund for Development agreed to provide financing in the amount of SAR 300 million, which is USD 80 million equivalent.

 

The project will include the following components.

1. Construction of 150 beds Oncology Hospital in Turkmenabat city and 150 beds Oncology hospital in Balkanabat city to be proceeded through the open International Competitive Bidding (ICB) following pre-qualification. 
2. Project Management Supervision Consultancy Services to be proceeded through Quality and Cost-Based Selection (QCBS) with shortlisting among international consultancy firms.
3. Financial Audit to be proceeded through the Least-Cost Selection (LCS) with shortlisting among the local financial auditing firms.
4. Capacity development to be proceeded through the Single Source Selection (SSS).
5.  Construction of 200 beds Oncology Hospital in Mary to be proceeded through the open International Competitive Bidding (ICB) following pre-qualification and to be financed by Saudi Fund for Development.

Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, revised as of February 2023), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019 edition, revised as of February 2023).

 

Specific procurement notices for contracts to be tendered under the Islamic Development Bank’s International Competitive Bidding (ICB), Quality and Cost-Based Selection (QCBS), Least Cost Selection (LCS) procedures will be announced, as they become available, in IsDB Website, UNDB, DgMarket, Neutral Turkmenistan newspaper, Turkmenistan newspaper, www.saglykhm.gov.tm.
