Republic of Türkiye has applied for financing from the Islamic Development Bank toward the cost of the Disaster-Resilient Health Infrastructure Development Project, and intends to apply part of the proceeds for Consultancy Services for the Reconstruction Site Supervision of Fatih Sultan Mehmet Training & Research Hospital (ISDB2-CB1).

The consultancy services for the reconstruction site supervision of Fatih Sultan Mehmet Training & Research Hospital encompass comprehensive oversight of construction, engineering services, and infrastructural works. The implementation period is five years, including a 12-month defects liability period, with an estimated total level of effort of 1,020 professional staff-months. This includes approximately 870 staff-months for design review and construction supervision and 30 staff-months for the defects liability period (DLP), supplemented by 120 technician/junior engineer staff-months. The expected start date of the assignment is contingent upon finalization of the construction contract. The consultant will ensure compliance with environmental, social, and safety regulations, oversee contractor performance, manage stakeholder engagement, and facilitate LEED certification, ensuring the hospital’s operational resilience against seismic events.

 

The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest.

The Istanbul Project Coordination Unit (IPCU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

 

  • The Consultant must have the experience of major similar assignment completed in past ten years for construction supervision of reconstruction works in Public Buildings with preference for experience on healthcare buildings.
  • Financial status with consultancy turnover in past five years. (2020-2021-2022-2023- 2024)
  • Availability of appropriate skills among key personnel, team composition, etc.

 

  • Consultants should provide the below listed information;
    • Company information: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project, turnover for the previous 5 (five) years (2020-2021-2022-2023-2024), number of permanent staff and part-timers, fields of expertise;
    • Details of experience in similar assignments undertaken, including value of consulting services and value of works, total closed area and number of bed (if applicable) subject to each similar assignment (per share if JV), location, number of staffs involved in the contract (per share if JV), name of the Client, name of partners for contract execution and share of services, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract;
    • Letters of recommendation or certification of certificates for the last ten years including the start and end dates and the personnel involved from previous Employers;
    • Form of association (sub-contractor/joint venture) for the execution of the contract(s), if the case may be, and identification of the leading company. Same information shall be submitted for the leading company and the associate companies.
    • A list of ongoing assignments including the start and end dates and the personnel involved.

 

The Consultant shall provide accurate information on any current or past litigation or arbitration resulting from tenders and contracts completed, terminated, or under execution by him over the past 10 (ten) years.

 

  • The shortlisting criteria are:
    • General Experience
    • Average Annual Turnover
    • International Experience
    • Specific Supervision Experience (Public Buildings with preference for experience on healthcare buildings)
    • Specific Design Experience (Healthcare Buildings)
    • Availability of Appropriate Skills among Staff

 

The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the QCBS-MC (Quality and Cost-Based Selection (QCBS) among shortlisting from IsDB’s Member Countries (MCs)) method set out in the Procurement Guidelines.
