Chari-Logone Integrated Rural Development Project, Phase II

 

Construction of four earthroads in some localities of logone and chari division, far north region

 

MODE OF FINANCING : Shari’ah

FINANCING N°: CM-1001

Contract n°12 in the procurement plan (works part)

 

1. The Government of Cameroon has received financing from the Islamic Development Bank (IsDB) toward the cost of the Chari-Logone Integrated Rural Development Project, and intends to apply part of the proceeds toward payments under the contract for the construction of access roads phase 3.
2. The Project Management Unit under the Ministry of Economy, Planning and Regional Development now invites sealed bids from eligible bidders for the construction of roads in some localities in Chari logone’s division. The works will be in manual work (Brushing, Felling of trees, Cleaning the nozzles, Cleaning of the works, Rehabilitation of decking, etc.) and in Mechanized Work Using High Equipment Intensity (Embankment; Excavation; Tread layer; Reprofiling simple; Reprofiling compacting; Formatting the platform; Creation of ditches and outlets; Construction of scuppers; Construction of masonry ditches; Masonry rubble; Reinforced concrete; etc). The works will be realized at these subdivisions: Makary, Goulfey, Logone birni. The execution period is expected to be around 06 (six) months. To be awarded bidder, you should passed preliminary examination, detail evaluation and criterion of post qualification according to section III of BD.
3. Bidding will be conducted through the International Competitive Bidding limited to IDB member countries (ICB/MC) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing [current edition] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18 -21 setting forth IsDB’s policy on conflict of interest.

5. A complete set of bidding documents in English and in french may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of one hundred and seventy thousand (170,000 XAF francs) did by payment or transfer to the account "CAS-ARMP" IBAN CM21 10001 06860 975686 60001 - 28 opened at BICEC BANK for this purpose by the ARMP. The Bidding document can be obtained electronically on presentation physically of the swift transfer or the receipt of payment in the account mentioned above.         
6. Bids must be delivered to the address below on or before 24 january 2024 at 14h00. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 24 january 2024 at 14h10. 
7. All bids must be accompanied by a bid security of nine million one hundred forty-seven thousand five hundred (9 147 500) XAF CFA for lot 1; twenty-four million one hundred eighty-nine thousand (24 189 000) francs CFA for lot 2; nine million four hundred and one thousand (9 401 000) XAF CFA for lot 3.

AGRICULTURE ET DEVELOPPEMENT RURAL

 

TRAVAUX DE CONSTRUCTION/REHABILITATION DES ROUTES EN TERRES (PHASE 3) DANS LE DEPARTEMENT DU LOGONE ET CHARI, REGION DE L’EXTREME-NORD.

Marché n°12 selon le plan de passation des marchés (partie travaux)

 

1. Le Gouvernement du Cameroun a reçu un financement de la Banque Islamique de Développement afin de couvrir le coût du Projet de Développement Rural Intégré Chari-Logone et a l’intention d’utiliser une partie des sommes accordées pour financer le paiement du contrat des travaux de construction/réhabilitation des routes en terres (phase 3) dans le département du Logone et chari, région de l’Extrême-nord.
2. Le Ministère de l’Economie, de la Planification et de l’Aménagement du Territoire à travers l’Unité de Gestion du Projet sollicite des offres sous pli scellé de la part de soumissionnaires éligibles et répondant aux qualifications requises pour fournir les travaux de construction/réhabilitation des routes répartis en trois (03) lots dans le département du LOGONE et CHARI. Les travaux seront en travaux manuels et en travaux mécanisés utilisant des matériels à forte Intensité. Les travaux seront réalisés au niveau des arrondissements suivants : Makary, Goulfey, Logone birni. Le délai d'exécution est de six (06) mois. Pour être adjudicataire, il faudra réussir l'examen préliminaire, l'évaluation détaillée et les critères de post-qualification conformément à la section III du DAO.
3. La procédure d’appel d’offres sera l’Appel d’Offres International limité aux Pays Membres (AOI-PM) tel que défini dans les Directives pour l’acquisition de Biens, Travaux et Services connexes dans le cadre des Projets financés par la BIsD, Edition d’avril 2019, (les « Directives »), et ouverte à tous les soumissionnaires de pays éligibles tels que définis dans les Directives. Les candidats éventuels sont également invités à prendre connaissance des Clauses 1.18 à 1.21 de ces Directives concernant les règles de la BIsD portant sur les conflits d’intérêt.
4. Les Soumissionnaires intéressés et éligibles peuvent obtenir des informations auprès de l’Unité de Gestion du Projet au bureau de l’Expert en Passation des Marchés (madi838@pdri-cl.org ou infos@pdri-cl.org ou fanch2010@yahoo.fr) et prendre connaissance des documents d’Appel d’offres à l’adresse mentionnée ci-dessous de 08h00 à 16h00 (heure locale GMT+1).
5. Le Dossier d’Appel d’offres en français ou en anglais peut être acheté par tout Soumissionnaire intéressé en formulant une demande écrite à l’adresse ci-dessous contre un paiement non remboursable de cent soixante-dix mille francs CFA (170 000 F CFA). La méthode de paiement sera le dépôt direct dans le compte « CAS-ARMP » n° 10001 06860 975686 60001 - 28 ouvert à la BICEC à cet effet par l’ARMP ou par virement dans le même compte avec pour code IBAN CM21 10001 06860 975686 60001 - 28. Après virement et transmission du SWIFT du virement par toute voie (même électronique) le soumissionnaire pourra obtenir le DAO par la même voie d’envoi de la preuve du paiement.
6. Les offres devront être remises au secrétariat du Coordonnateur qui dispose d’une caisse de dépôt au plus tard le 24 janvier 2024                            à 14h00. La soumission des offres par voie électronique ne sera pas autorisée. Toute offre arrivée après la date et l’heure limites de remise des offres sera écartée. Les offres seront ouvertes en présence des représentants des soumissionnaires et des personnes présentes à l’adresse mentionnée ci-dessous le 24 janvier 2024 à 14h10.
7. Les offres doivent être accompagnées d’une Garantie de l’offre, pour un montant de neuf millions cent quarante-sept mille cinq cent (9 147 500) francs CFA pour le lot 1 ; vingt-quatre millions cent quatre-vingt-neuf mille (24 189 000) francs CFA pour le lot 2 ; neuf millions quatre cent un mille (9 401 000) francs CFA pour le lot 3 ;
