  1. The Government of Uganda has received financing from the Islamic Development Bank (IsDB) toward the cost of the BTVET Support Project, and intends to apply part of the proceeds to payments for expansion of 9 Technical Institutes (TI), namely: Minaluku, Moyo, Moroto, Birembo, St. Kizito’s Kitovu, Lutunku, Kabale, Nalwire and Nkoko Memorial.
  2. The Ministry of Education and Sports now invites sealed bids from eligible bidder for the required Civil/Building works in seven lots, as summarized below:

Lot 1: Minakulu Technical Institutes Lot 2: Moyo Technical Institute

Lot 3: Moroto Technical Institute

Lot 4: Birembo War Memorial Technical Institute

Lot 5: St. Kizito’s Technical Institute-Kitovu & Lutunku Technical Institute Lot 6: Kabale Technical Institute

Lot 7: Nalwire Technical Institute a & Nkoko Memorial Technical Institute

  1. Bidding will be conducted through International Competitive Bidding (ICB) procedure as specified in the IsDB Guidelines for procurement of Goods, Works and related services under Islamic Development Bank Project Financing April 2019 (Revised in February 2023) and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18 to 1.21 setting forth the IsDB Policy in Conflict of Interest.
  2. Interested eligible bidders may obtain further information from the Projects Coordination Unit for the IsDB, OPEC & Arab funded Project f.a.o. Eng. Paul Kaliba of email: paul.kaliba@education.go.ug & paulkaliba@yahoo.com copied to Arch Norman Ajiri of email: norman.ajiri@education.go.ug & normanajiri@hotmail.com, and Mr. Fred Lutimba of email: flutimba@gmail.com inspect the bidding documents during office hours from 09:00 to 16:00 hours, Monday to Friday, at the address provided below.
  3. A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of written application (including the email address to be used in the procurement process) to the address given at 8 upon payment of respective non-refundable fees as follows: UGX 250,000 per lot for Lots 1, 2, 3, 4 & 6 and UGX400,000 per lot for Lots 5 & 7. The method of payment will be by Bank Payment Advice Form (BPAF) issued by the Ministry. This document will not be sent, but should be collected by the bidder’s assigned local representative from the address below.

 

  1. Bids must be delivered to the same address, before 10.00hrs on Friday 25th August 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of bidders’ designated representatives and anyone who chooses to attend as the same address. The planned schedule for this procurement is as follows:

   7. Each bid must be accompanied with a Bid Security in the format provided in the bidding document, in the following amounts per Lot.

   Lots 1, 2, 3, 4 & 6: UGX 250,000,000 (Shillings Two Hundred and Fifty Million) per Lot

   Lots 5 & 7: UGX 500,000,000 (Shillings Five Hundred Million) per Lot
