The Government of the Cooperative Republic of Guyana has received financing from the Islamic Development Bank towards the cost of the Small Hydropower Project, and intends to apply part of the proceeds for consultant services.

 

The services include the Design Review and Construction Supervision of two hydropower plants, namely: a) the construction of a new 1.5MW Kumu hydropower plant and b) the rehabilitation and upgrade of the defunct Moco Moco hydropower to 0.7MW capacity. The consultancy services will be carried out over a period of thirty-three (33) months from March 2022 to December 2024.  Please refer to the Specific Procurement Notice (SPN) for this project which appeared on the website of the Islamic Development Bank at www.isdb.org dated July 28, 2021.

The Guyana Energy Agency, the Executing Agency, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are qualified to perform the services (including brochures, description of similar assignments completed and/or ongoing, experience in similar conditions, availability of appropriate skills among staff, proof of legal status, company profile and contact details for authorized contact person(s) and financial status including audited financial statements for the last 3 years).

 

The shortlisting criteria are:

1. The firm must have at least 10 years’ experience in detailed design and engineering or review thereof, project management and construction supervision of hydropower facilities.
2. Experience in design and engineering review, project management and construction supervision in at least two (2) EPC Contracts for hydropower plants with similar scope, value and complexity within the last 6 years.
3. Experience working in geographical regions similar to Guyana.

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Guidelines.
