The Government of the Republic of Tajikistan has applied for financing from the Islamic Development Bank toward the cost of the Joint IsDB/GPE project for support to implementation of the National education development strategy, and intends to apply part of the proceeds for consultant services.
The services include detailed design review, supervision of the project implementation and procurement of goods/works. The estimated number of professional staff-months required for the assignment is about 607 man/months.

The Ministry of Education and Science of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are:
- the Consultant conforms with IsDB eligibility rules;
- Consultancy firm is expected to have wide work experience in the field of construction of infrastructure projects and management of education sector operations;
- Specific experience in civil works, purchasing of school equipment/furniture and institutional development of education system;
- Consultancy firm should have experience in IsDB or other similar MDB funded projects of a similar nature and size, with proven knowledge of FIDIC based and/or IsDB conditions of contract and procurement.
- the Consultant shall be free from conflicts of interest that give rise to a competitive advantage.
The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected through international short-listing limited to IsDB member countries using Quality and Cost Based Selection method set out in the Procurement Guidelines.
