The Ministry of Agriculture of the Republic of Tajikistan has received financing in the amount of USD 360,000 equivalent from the Islamic Development Bank and Islamic Corporation for the Development of Private Sector toward the cost of the Feasibility study for the establishment of a fruit cluster in Sughd Province, Tajikistan, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be financed by Islamic Development Bank, Islamic Corporation for the Development of the Private Sector and the Ministry of Agriculture of the Republic of Tajikistan.
The project will include the following components:
- Detailed studies: A consultant will be hired to undertake detailed studies in order to cover all aspects of fruit cluster development including institutional, technological, financial, legal capacity and administrative matters. The studies will be centered towards effective value chain development and clustered in i) Production, ii) Processing, iii) Marketing and Trade, iv) Access to Finance. All the studies and findings will be compiled into a comprehensive program covering technical, financial, institutional and socio-economic aspects for establishing fruit cluster in Sughd province. The procurement of consultancy services will be through international short-listing of firms limited to IDB member countries using QCBS mode of procurement.
- Workshops and Seminars: The workshops and seminars will serve as important venue for feedback which will be taken into account to finalize the feasibility report on fruit cluster development in Tajikistan.
- Project Management: A team will be established by the EA comprising of the relevant staff for smooth implementation of the TA. The coordinator will serve as the IDB’s focal point in relation to procurement of goods and services, submission of quarterly progress reports, coordination with the stakeholders, quality control, record keeping and monitoring and evaluation of the project.
Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (April 2019), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
Specific procurement notices for contracts to be bid under the Islamic Development Bank’s QCBS international short-listing of firms limited to IDB member countries will be announced, as they become available, in IsDB Website, untj.org, Jumhuriyat newspaper.
