The services include Audit Grassfield Participatory and Integrated Rural Development (GP-IRDP) accounts for the Financial Years 2017-2019 . Please refer to the General Procurement Notice (GPN) for this project that appeared in IDB website and UNDB online on the ,________/________/2017. The Ministry of Agriculture and Rural Development (MINADER) through Grassfield participatory and Integrated Rural Development Project (GP-IRDP), the Project Management Unit (PMU) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Ensure that financial statement and other project statements present fairly the expenditure incurred and revenue received as per the legal agreement and other contractual condition; • the project funds provided by the Islamic Development Bank (IDB) have, in all material respects, been used in conformity with the terms and conditions of the financing agreement; • to verify if the counterpart funds have been provided and used in accordance with the relevant financing agreement, with due attention to economy and efficiency, and only for the purposes for which they were provided for each financial year; • review the degree of compliance with IDB’s financial management and procurement procedures; • Examine whether the statement of assets presents properly (i.e. Number, description and value of assets) and completely (i.e. All assets covered by the expenditure in the financial report) the assets acquired for the project, • and to assess the internal financial control systems for project financial management. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
