GENCO HOLDING COMPANY LIMITED (GHCL) AND JAMSHORO POWER COMPANY LIMITED (JPCL) Invitation for Technical Proposals Date:06 May 2016 Loan No. and Title:Loan 3090-PAK & PAK0151: Jamshoro Power Generation Project Deadline for Submission of Technical Proposals: 5th August 2016 at 1400 Hrs 1.The Government of Pakistan (GOP) has received financing (hereinafter called “funds”) from the Asian Development Bank (hereinafter called “ADB”) and Islamic Development Bank (hereinafter called “IDB”) toward the cost of the Project named above. The GOP intends to apply a portion of the funds to eligible payments under the contract(s) for which this Bidding Document is issued. 2.ADB and IDB will co-finance the funds to the cost for the first unit and common facilities for both units where IDB will co-finance major equipment to the extent allowable within the relevant financing agreement amount using its leasing mode financing. Any residual funds from ADB’s loan from the first unit may be reallocated to the cost for the second unit subject to the request by GOP and approval by ADB. It is envisaged that the GOP will raise financing preferably from the Export Credit Agencies to fill the funding gap for the second unit. Bidders are advised that award of the second unit is conditional to the financing availability. 3.Jamshoro Power Company Limited (JPCL)(“the Executing Agency”) invites sealed Technical Proposals from eligible Bidders from ADB and IDB member countries for the works and services in three (3) lots as follows: Lot I: EPC Contract for 2x660MW Jamshoro supercritical coal fired power project – Unit 1 and common facilities; Lot II: EPC Contract for 2x660MW Jamshoro supercritical coal fired power project – Unit 2 and expansion of common facilities; Lot III: O&M Contract for 2x660MW Jamshoro supercritical coal fired power project – Unit 1, Unit 2 and common facilities Bidders are required to submit proposals for all of the lots. If a bidder fails to submit Technical Proposals for all of the three (3) lots, such technical proposal(s) received shall be declared invalid, rejected and returned unopened to the Bidder. It is intended that all three (3) lots will be awarded to the single successful bidder. 4.The new coal-fired power plant will be erected within the existing Jamshoro Thermal PowerSite.It will consist of two units of 660 MW capacity, super-critical, coal-fired units. The scope of bid will be installation of 2x660 MW Thermal Power Project through an EPC Contractand O&M for 5 years from the provisional take over date of the first unit and the provisional take over date of the second unit.The coal receiving and unloading area will be to the south of the new generating units. The coal storage area will be to the east of the new generating units. The new cooling towers will be located west of the power blocks and southeast of the coal storage area. Raw water will be taken from the lndus River in a newly constructed intake structure and pump house. Wastewater will be collected in a basin treated and reused to the greatest extent for coal dust suppression, ash handling and other purpose. The Technical Proposals shall be evaluated by the Executing Agency subject to non-conformities of material nature as defined in the Bidding Documents including those relating to the qualification of the Bidders. At the end of the evaluation of Technical Proposals, the Executing Agency will notify its findings individually to each Bidder and request that each Bidder rectify all non-conformities of material nature and submit its Final Technical Proposal. Prior to the submission of its final Technical Proposal, each Bidder will have the right to request the Executing Agency for a clarification of the rationale for the Executing Agency’s required rectifications and confirm if its final Technical Proposal is fully responsive. b)Only Bidders submitting substantially responsive Final Technical Proposals shall be invited to submit Price Bids. All Bids that are received by the Executing Agency shall be evaluated and compared in accordance with the criteria set forth in the Bidding Documents. 8.To be qualified for the invitation for Bids, Bidders shall demonstrate, on the basis of the information submitted in the Technical Proposal, that they would be qualified and capable of undertaking the Contract satisfactorily.
