REQUEST FOR EXPRESSIONS OF INTEREST (Consultancy Services) Arab Republic of Egypt Youth Employment support (YES) Program for Egypt Restricted Mudarabah The Social Fund for Development has received financing from the Islamic Development Bank toward the cost of the Youth Employment Support (YES) Program for Egypt Restricted Mudarabah, and intends to apply part of the proceeds for consultancy services. The services include the provisions of technical and shari'a compliance support to the social Fund for Development to allow for the streamlining of shari'a compliant financing in the implementing agencies and intermediary organizations' operations. The Social Fund for Development now invites eligible consultancy firms to indicate their interest in providing the services. Interested consultancy firms must provide specific information which demonstrate that they are fully qualified to perform the services (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Advisory services to support the executing agency and intermediaries in developing the diversifying appropriate Islamic finance schemes for small and micro enterprises (needs assessment, strategic planning, product and project development…) • Provision of shari'a compliance specific advisory services and support • Training of staff in executing agency and intermediaries • Advisory services on appropriate management information system for Islamic finance Consultancy firms may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association i.e. joint-venture, intermediate forms of association, or sub consultancy. A consultancy firm will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition) using Quality and Cost-Based Selection (QCBS).
