GOVERNMENT OF ARAB REPUBLIC OF EGYPT MINISTRY OF ELECTRICITY AND RENEWABLE ENERGY EGYPTIAN ELECTRICITY HOLDING COMPANY UPPER EGYPT ELECTRICITY PRODUCTION COMPANY ASSIUT POWER PLANT 1 X 650 MW STEAM POWER STATION General Procurement Notice (GPN) The Government of Egypt has secured loans from the following International Financing Institutions (IFIs): a loan from the OPEC Fund for International Development (OFID) in the amount of USD 55 million, a loan from the Arab Fund for Economic and Social Development (AFESD) in Kuwaiti Dinar in the amount of KWD 55 million, a loan from the Kuwait Fund for Arab Economic Development (KFAED) in Kuwaiti Dinar in the amount of KWD 30 million and a financing from the Islamic Development Bank (IDB) in equivalent to the amount of USD 220 million in accordance with “sharia’ah” financing mode towards the cost of Assiut Power Plant 1x650 MW, Steam Power Station and it intends to apply the proceeds of these loans and financing to eligible payments for goods and works to be procured under this Project. The principal objective of the project is to provide energy with a reasonable price for the investment sector (Industrial, agricultural or commercial) as well as the household sector. This objective is in line with the Ministry of Electricity and Renewable Energy policy of providing the electrical energy to all consumers in Arab Republic of Egypt. The Project consists of One Steam Generator, and One 650 MW Steam Turbine Generator and Condenser. Bidding for contracts financed by the IFI will be through international competitive bidding and will be governed by the Rules of Procedure for Procurement of Goods and Works of the IFIs including but not limited to the IDB’s Procurement Guidelines. The project will include the following goods and works: I. Packages financed by IFIs and by Upper Egypt Electricity Production Company, and procured under International Competitive Bidding (ICB) procedures: • Supply and Installation/Construction of Civil Works (financed by KFAED /UEEPC). • Supply and Installation of Environmental Monitoring (financed by UEEPC). • Supply and Installation/Construction of Switchyard (financed by IDB). • Supply and Installation of Steam Generator and Auxiliaries (financed by AFESD/UEEPC). • Supply and Installation of Steam Turbine Generator and Condenser (financed by IDB). • Supply and Installation of Water and Waste Water Treatment System (financed by IDB). • Supply and Installation of Electrical Equipment and Instruments (financed by KFAED /UEEPC). • Supply and Installation of Mechanical Equipment and Piping (financed by OPEC) • Supply of Pumps and Drives (financed by AFESD/UEEPC). • Supply of Feed Water Heaters (financed by IDB). • Supply of Critical Piping and Valves (financed by KFAED /UEEPC). • Supply of Power Transformers (financed by IDB). • Supply of Instruments and Control (financed by AFESD). • Consultancy and Project Management Services (Engineering, Procurement and Construction Supervision Services) (financed by UEEPC). Packages financed by Upper Egypt Electricity Production Company (UEEPC), a wholly owned subsidiary of the Egyptian Electricity Holding Company (EEHC) and procured under local procurement procedures: • Supply and Installation of Yard Tanks. • Wrap-up Insurance. • Supply of Switchgears.
