The Government of Suriname has received financing from the Islamic Development Bank toward the cost of the Reforming the Technical and Vocational Education and Training (TVET) Project of the Ministry of Education, Science and Culture, and intends to apply part of the proceeds for consultant services. The services include the training of 12 personnel in the use of: i) integrated flight plan & radar data management system, (ii) basic telecommunication & air traffic control procedures, and (iii) surveillance data and flight data processing systems (for which the equipment was procured under a completed IDB financed project). Please refer to the General Procurement Notice (GPN) for this project that appeared in Islamic Development Bank’s website, dated 26 October 2014 or UNDB website under ref. number 01-01/15. The Ministry of Education, Science and Culture now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment. For this purpose, the training consultancy is required to provide for training for 8 (eight) Air Traffic Controllers, 3 (three) in Radio Telecommunication and 1 (one) IT personnel (maintenance personnel). The training includes: 1. Trainings in the use of integrated flight plan & radar data management system; (user training for the controllers and maintenance training for maintenance personnel) 2. Trainings in the use of basic telecommunication & air traffic control procedures; (user training for the controllers and the AIS officer and maintenance training for maintenance personnel) 3. Training in the use of surveillance data and flight data processing systems; (user training for the controllers and the AIS officer and maintenance training for maintenance personnel) 4. Approach Area & Radar training (user training for the instructors and maintenance training for maintenance personnel) 5. Preparation of a training plan including a step-by-step manual to achieve the objectives. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
