SPECIFIC PROCUREMENT NOTICE (RE-ADVERTISED) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES) THE REPUBLIC OF UGANDA The Upgrading of the Tirinyi-Palisa-Kumi/Palisa-Kamonkoli Road Project Project Description: The Consultancy Services for the Design Review and Construction Supervision of the Upgrading to Paved (Bitumen) Standard of Tirinyi-Pallisa-Kumi/ Pallisa-Kamonkoli road (111.25km). Mode of Financing: Istisna’a Financing Financing No.2UGA0117 Contract/ Bid No.UNRA//ICB-MC/Services/2013-14/00020/01 The Republic of Uganda has applied for financing from the Islamic Development Bank (IsDB) towards the cost of upgrading the Tirinyi-Palisa-Kumi/Palisa-Kamonkoli road Project, and intends to apply part of the proceeds toward payments under the contract for the consulting services for Design Review and Construction Supervision of the Upgrading to Paved (Bitumen) Standard of Tirinyi-Pallisa-Kumi/ Pallisa-Kamonkoli road (111.25km). The object of the assignment is to carry out detailed design review, supervision and monitoring of physical progress, quality and the financial status of the construction works with the objective to ensure that the works are completed on time , within budget and meet the engineering specifications, social, environmental and safety standards. The services are expected to be completed within fifty (50) calendar months from the commencement date. It comprises of 36 months design review and construction supervision period, 12 months defects liability period and 2 months for project finalization periods. Please refer to the General procurement notice (GPN) for this project that appeared in the New Vision Paper, dated 2nd January 2014. The Civil works consists of upgrading the existing earthen/gravel road to asphaltic road standard with 2 lanes of 3.65m wide asphaltic traffic lanes (7.3 meters asphaltic carriage way), 2.0m paved shoulders on each side and other road side facilities. The design speed is 70km/h. The road design is for a life of 20 years. The delivery / construction period is 36 months which will follow a 12 months defects liability period. The road will be constructed under two Lots. The Uganda National Roads Authority (UNRA) now invites eligible consulting firms from IsDB Member countries and the Beneficiary to express their interest in providing the required services. Interested Consultants should provide information demonstrating that they are fully qualified; have required qualifications and relevant experience to perform the consulting services. The criteria for the short listing of the consultant will be based on the following:  Organizational structure showing key departments to perform the required design review, quality control and supervision services  Experience in similar assignments of at least 10 similar projects.  Experience in at least 2 assignments in countries with similar economic conditions to Uganda  The firm’s experience in similar conditions- Experience in 2 developing countries  Availability of Appropriate skills among staff- Presence of the required skills within the firm shall include but not limited to: a. Resident Engineer/ Team Leader(5 number Engineers-15 year experience) b. Deputy Resident Engineers/ Measurement (10 number-10 year experience) c. Pavement/ Materials Engineers (5 number-10 year experience) d. Bridge/ Structural Engineer (3 number-10 year experience) e. Highway Engineers (5 number-10 year experience) f. Highway Safety Specialist (1 number-10 year experience) g. Contracts /Claims Experts (2 number-10 year experience) h. Senior Surveyors (5 number-10 year experience) i. Environmental and Social safeguards experts (3 number-10 year experience) Consultants may associate with other firms to form a joint venture or sub consultancy to enhance their qualifications. The Expression of interest must clearly indicate the type of intended association as joint venture or sub consultancy and the lead firm in the Expression of Interest. A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Guideline for the use of consultants under Islamic Development Bank Financing (Current edition) after the short listing. Consultants may express interests in the forms of association, validated by an agreement among members of association which clearly specifies the type of association, i.e. A joint venture, intermediate forms of association, or sub consultancy.
