Opuyo – Moroto 132 kV Electricity Transmission Line Project Project ID No: UG0091 The Government of the Republic of Uganda has received funding of US$ 80.62 million under Istisna’a financing from the Islamic Development Bank (IDB) to implement construction of Opuyo – Moroto 132 kV electricity transmission line including installation of 132/33 kV substations and associated rural electrification distribution networks; and it intends to apply part of the proceeds towards payments for procurement of works and consulting services under this project. The main objective of the project is to contribute towards the development of Karamoja by providing electricity to a target population of 956,000 including the mining industry. The project will include the following components: A. Procurement of Goods and Works (i) Transmission component: Detailed design, procurement, installation and commissioning of the Opuyo - Moroto 132 kV transmission line (160 km); the extension of the existing Opuyo 132/33kV substation; and a new 132/33kV – 50 MVA substation at Moroto town; (ii) Distribution component: 33kV medium voltage lines (527 km) and low voltage reticulations (82 km) in 26 villages in the Karamoja region. B. Consultancy Services (i) Consultancy Services for the supervision; (ii) Financial Audit; and (iii) Project Management Unit Procurement of contracts financed by the Islamic Development Bank will be conducted through procedures as specified in the Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (May 2009 edition) and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants Under Islamic Development Bank Financing (May 2009 edition), and is open to all eligible bidders as defined in the guidelines. Specific procurement notices for contracts to be procured under Islamic Development Bank’s International Competitive Bidding (ICB) and International Competitive Bidding Limited to IDB Member Country firms (ICB/MC) procedures will be announced as they become available.
