Name of Project: Ouagadougou Peri urban Dairy sector Development Project Title: General Notice of Procurement Sector: Farming / Agro industry / Rural Development IBD Financing No. UV 0123 (loan), UV 0124 (Istisna'a), UV 0125 (Grant) 1. The Government of Burkina Faso has received a funding from the Islamic Bank of Development (IBD) to finance the cost of the Ouagadougou Peri urban Dairy sector Development Project; the project is co-financed by the IBD and the Government of Burkina Faso. The IBD financing will be done in three ways that will be used concomitantly: a) A loan of an amount not exceeding U.S. $ 10 million; b) A Istisna'a not exceeding the amount of U.S. $ 12.5 million; c) A Technical assistance (grant) not exceeding U.S. $ 500,000. The overall objective of the project is to contribute to the improvement of food security and poverty reduction in Burkina Faso. Specifically, the project aims at improving the value chain of the dairy industry through the improvement of productivity and production. The main expected results are: (i ) the introduction of 480 heads of cattle dairy breeds of exotic performance , (ii) the artificial insemination of 3000 cows every year, (iii) the development of 200 ha of fodder crops on a pilot basis ( iv ) the construction and equipping of 20 milk collection centers which will be managed by cooperatives , (v) the construction and equipping of the milk processing factory with an ultra-high temperature technology of transformation ( UHT) , and the implementation of a communication program for behavioral change (CBC) for the benefit of dairy products consumers, especially , children, the elderly, pregnant women and nursing mothers. The project takes into account the genetic improvement of breeds, the animal health services, the animal feed, milk collection by the farmers’ organization, the milk processing and the milk-based nutrition through four (4) components:  Component A: Increase in productivity and dairy production ;  Component B: Improvement of dairy value chain ;  Component C : Support for milk-based nutrition program ;  Component D: Project Management and Coordination. The Modes of acquisition of the expected “properties, “work” and “services" are the following: Acquisition of goods: The "Properties" to be acquired in the project include: (i) High genetic potential cows and pregnant cows ( Girolando , Gir , Brune des Alpes , Holstein, Montbeliard , Tarentaise breeds ...); (ii) Veterinary surgeons’ equipment and inputs (laboratory equipment and consumables for insemination , inputs and insemination seeds as well as animal health test) ; (iii) forage cropping material including minor irrigation works ( irrigation materials and works, cultivation equipment and silos for demonstration ) ; (iv) Vehicles and motorcycles , (v) Utilitarian equipment ( generator) (VI) Office equipment and computers.
