UGANDA ELECTRICITY TRANSMISSION COMPANY LIMITED & RURAL ELECTRIFICATION AGENCY OF THE MINISTRY OF ENERGY AND MINERAL DEVELOPMENT REQUEST FOR EXPRESSIONS OF INTEREST (Consultancy Services for Supervision and Project Management) 132 kV Mirama – Kabale Transmission Line Project Project ID No.: 2UG0095 Reference Number: UETCL/CONS/2014/00179 1. The Government of the Republic of Uganda has applied for financing from the Islamic Development Bank towards the cost of implementation of the 132 kV Mirama – Kabale transmission line project and intends to apply part of the proceeds for consultancy services. 2. Required Consultancy Services. The scope of the services shall involve Review of Engineering Designs, Provision of Procurement Support to the Implementing Agencies, Project Management and Construction Supervision of the 132 kV Mirama – Kabale transmission line and associated 132/33 kV primary substations including distribution grid extensions in Western and North Eastern parts of the Country. 3. Request for Expression of Interest The Uganda Electricity Transmission Company Limited (UETCL) in conjunction with the Rural Electrification Agency (REA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants (who have experience in design and construction supervision of electricity transmission lines, primary substations and distribution networks; and have carried out at-least one similar assignment on a project funded by either a Multilateral Development Bank or any International financing organization) must provide information indicating that they are qualified to perform the services (i.e. company profiles, proof of eligibility of consultant, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, past and present litigation and debarment, terminated assignment, no conflict of interest and longevity of the firm, etc.). Documents to be submitted include: • Cover letter; • Legal documents indicating clearly the legal status and corporate profile including copy of current Business Registration Certificate; • Evidence of experience in electricity transmission (at-least 3 substations and transmission lines at a minimum voltage of 132 kV in the last 10 years) designs and supervision of works, primary substations and distribution network designs including construction supervision of at-least one project funded by either a Multilateral Development Bank or any International financing organization.; • Organizational structure indicating number and qualifications of in-house personnel, including home office, backstopping and quality assurance personnel; • Very brief curriculum vitae of available in-house experts, backstopping and quality assurance personnel. Brief CVs shall consist of name, professional qualification, year obtained, with firm since, position in firm, technical field of specialization and relevant experience to the services being procured. Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies) as well as the nature of its business (commercial or not-for profit). A consultant will be selected through a short list of qualified international Consultants under International Competitive Bidding restricted to Islamic Development Bank’s Member Countries firms (IDB - MC), in accordance with the Islamic Development Bank’s Guidelines for the Use of Consultants under Islamic Development Bank Financing (2009 edition).
