REQUEST FOR EXPRESSION OF INTEREST NO 004/REOI/MIDENO/LIFIDEP/ 2014 FOR THE RECRUITMENT OF A CONSULTANT TO PROVIDE VARIOUS SERVICES FOR TRAINING, CAPACITY BUILDING AND ORGANISATION OF WORKSHOPS FOR THE LIVESTOCK AND FISHERIES DEVELOPMENT PROJECT, NORTH WEST REGION OF CAMEROON. 1. The Government of the Republic of Cameroon has obtained financing from the Islamic Development Bank (IDB) toward the cost of the Livestock and Fisheries Development Project (LIFIDEP), in the North West Region of Cameroon, and intends to apply part of the proceeds for various consultant services. These services include the recruitment of a Consultant to carry out the following training, capacity building and organization of workshops for implementation of various project activities.  Preparation and production of Training manuals (Artificial Insemination in cattle, Poultry production, small Ruminants production & pasture /Feed production etc)  Organization/Establishment and training of farmers’ networks and network extension workers for poultry & small ruminants  Organization (sensitization, mobilization & registration) and training of networks of pasture, fodder and feed producers  Sensitization, Organization, Legalization, training of groups and extension workers for Capacity building of fish farmers.  Training of trainers and extension workers at the pasture development resource Centers  Organization of workshops to set up 3 specialized dairy cooperatives.  Organizing and training of Communities Groups and Market information system networks in Livestock Marketing Information Systems.  Training of fish farmers in construction and management of concrete tanks  Training of fish farmers in construction, processing and preservation of fish  Training of MINEPIA staff (19 technicians, 10 staff of Regional Veterinary clinic) and 50 Community Animal Care Workers (CAHW) on epidemio-surveillance. 2. This Request for Expression of Interest is issued after the General Procurement Notice for this project that appeared in the UN Development Business dated 7th January 2014, the IDB website dated 7th January 2014 and Cameroon Tribune dated 10th January 2014. 3. The North West Development Authority (MIDENO), the Executing Agency and Contracting Authority of LIFIDEP, now invites eligible IDB MEMBER COUNTRY Consultants and/or organizations to indicate their interest in providing the various services. Interested consultants who have experience in the various areas listed above, must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar projects and conditions , availability of appropriate skills among staff-staff to put on the assignment, including their CVs, etc.). 4. Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), as well as the nature of its business (commercial or not-for profit). 5. The consultant/organization will be selected ON QUALITY AND COST BASED METHOD in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009). 6. Expressions of interest must be sealed and delivered in quadruplet, one (1) original and three (3) copies marked as such, addressed to the Director General of MIDENO, the MIDENO Building Ayaba street, PO Box 442, Bamenda, Cameroon on or before 22/11/2014 at 12 midday local time (GMT+1) and should carry the inscription: “Expression of Interest, Consultant Services for training, capacity building organization of workshops for the Livestock and Fisheries Development Project, North West Region of Cameroon.
