REQUEST FOR EXPRESSIONS OF INTEREST (Training Provider) Tajikistan Microfinance for Rural Areas Micro and SME Finance CONSULTING SERVICES TA No. /Grant No. 3 TAD 0045 Project ID No.: TAD0044/45 The OJSC Tojiksodirotbank (TSB) obtained a Grant financing from the Islamic Development Bank toward the cost of the Capacity Building of the TSB, and intends to apply part of the proceeds for training services. The services include Training for Trainers on Islamic Finance Models for the TSB branch’s staff. The TSB now invites eligible training providers to indicate their interest in providing the services. Interested training providers who have experience in delivering training for trainers in at least one Islamic Bank or any Financial Institution / organizations in the field of Islamic banking and finance must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. – see the Summary of the Terms of Reference attached). Training providers may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies) as well as the nature of its business (commercial or not-for profit). The training provider will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). It is expected that trained trainers in the future will be able to provide training on Islamic finance models for TSB branch’s staff. PROSPECTIVE TRAINING SHOULD CONSIST OF TWO STAGES. First stage: training a group of up to 12 participants. The duration of the course to 40 hours (5 days). The proposed training program should include the following: 1. Topics to be covered are basic concept and practical implementation of: a. Islamic banking and finance principles. b. Types of transactions in accordance with Islamic principles of financing including itsdocumentations and practical implementation. c. The accounting treatment of Islamic Financial products. d. Sharia governance structure in institution providing Sharia compliant products. e. Risk and liquidity management in Islamic banking and microfinance. 2. Examinationof the participants, evaluation report to the Tojiksodirot Management, and selection for further study of the two candidates from group. Second stage: facilitate practical training for up to one month for the two selected candidates in financial institutions with practical experience in the field of Islamic finance. Interested organizations should meet the following requirements: • Minimum of 5-yearexperience in training in the field of Islamic finance; • Having methodology for training and teaching materials; • Adequate competence and experience of the staff / team (the diplomas / certificates); • Fluency in writing and speaking in Russian. SUBMISSIONS OF EXPRESSION OF INTEREST MUST INCLUDE THE FOLLOWING DOCUMENTS: - Description and evidence of previous experience in conducting Training of Islamic Finance. - CVs of selected trainers who conducted previous trainings of Islamic Finance.
