REQUEST FOR EXPRESSIONS OF INTEREST - Design, Drafting and Tender of Sewerage PPP Contracts In Tunisia
The Government of Tunisia has received a financing from the Arab Financing Facility for Infrastructure (AFFI) and intends to apply part of the proceeds of this financing for contracting a PPP transaction advisory services provider to help ONAS (Office National de l’Assainissement) for the design and tender of a series of Public Private Partnership (PPP) sewerage contracts. The AFFI is a partnership of the World Bank (IBRD), International Finance Corporation (IFC), European Investment Bank, Arab Fund for Economic & Social Development and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides technical assistance in the form of awareness raising, enabling environment strengthening and transaction advisory services to Arab governments, to assist in developing their Public-Private Partnership (PPP) agenda and preparing PPP projects. In this regard, the Islamic Development Bank (IDB), on behalf of the TAF, now invites consultants to indicate their interest in providing PPP transaction advisory services for the Project. Interested consultants must provide specific information that demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments with supportive references, experience in similar conditions/countries, availability of appropriate skills among staff, etc.). The selected transaction advisor will work in two phases, i.e. (a) due diligence phase, and (b) tender phase. The scope of the assignment will cover: (a) preparing the PPP contracts and all tender documents, (b) providing ongoing support to ONAS management during the whole process of contract prequalification, tender and award. Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Following this invitation for Expressions of Interest, a shortlist of qualified firms will be invited to submit proposals.
