REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Egypt Micro-Finance Support Project for Egypt Small and Micro Finance Sector CONSULTING SERVICES The Social Fund for Development has received financing from the Islamic Development Bank toward the cost of the Micro-Finance Support Project for Egypt and intends to apply part of the proceeds for consultant services. The services include an advisory services for the sake of assessment and development of Islamic finance systems for small and microfinance units of the Social Fund for development (executing agency) and the partner small and microfinance institutions which will be involved in the implementation of the Micro-Finance Support Project for Egypt. The Social Fund for Development now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). “The consultant will develop the institutional capacity of the SFD as Executing Agency of the Project in order to set up an Inclusive small and Microfinance Sharia’a compatible System to generate small and microenterprises. The consultant will design, develop and train the SFD and its implementing partners in the following areas: (i)Drafting Standard financing contracts with end-users to be Sharia’a compatible, and application of Islamic small and Microfinance Services, including Zakat and Waqf based poverty reduction services;(ii) Preparation of special manual of procedures that adapts Islamic financing requirements to small and Microfinance; (iii) Upgrading of Management Information and Accounting Systems to comply with Islamic small and Microfinance products and small and Microfinance Strategic and operational planning”. • Experience in the following area or tasks shall be the minimum requirement for the assignment: o Minimum of 8 years’ experience in the field of Islamic small and Microfinance products and systems development. o Minimum of 8 years of experience developing strategy, business plan and process in the field of small and Microfinance Institutions or funds. o Minimum of 10 years of experience in the monitoring and evaluation and impact assessment; o Minimum of 10 years in the field of capacity building and training for small and Microfinance institutions or funds; o Minimum of 8 years’ experience in the field of developing Management Information System for small and Microfinance Institutions or fund. • A strong experience in market and field based research using both quantitative and qualitative research methodologies. • Proven ability in report writing both English and Arabic. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
