The Development of the Faculty of Engineering, University of Aden, Yemen GENERAL PROCUREMENT NOTICE (GPN) Name of the Country: Republic Of Yemen Name of the Project: Development of Faculty of Engineering at the University of Aden Project Code: 2YAR0097 The Government of the Republic of Yemen has received 12,000,000 USD (twelve millions American dollars) under a Loans from the Islamic Development Bank to finance the project for Development of Faculty of Engineering at the University of Aden • Objectives of the Project: The project development objective is to provide relevant Skills to the graduates of the Aden Faculty of Engineering in order to increase their employability and will contribute to the following: (i) Operationalization of the existing facilities through the supply and installation of furniture and equipment, (ii) Development of curricula, and; (iii) Training of faculty members and technicians. The project will benefit more than 8,500 students and 194 faculty members and technicians. • The project includes the following components: i. Acquisition of equipment. two workshops and 49 laboratories of the 08 Departments of the Engineering Faculty (constructed under the previous IDB project) will be provided with adequate educational and research equipment. These Departments are: Mechanical Engineering, Electrical Engineering, Civil Engineering, Architectural Engineering, Computer Science & Engineering, Electronics & Comm. Engineering, Information Technology and Basic Science. ii. Acquisition of furniture. The project will finance necessary furniture for 60 classrooms, 14 lecture rooms, 03 workshops,50 laboratories and administrative offices. iii. Curriculum Review and Development. This sub-component includes the following activities: (i) reviewing, updating and validating the current curricula as well as the development of new program for the marine engineering which is not currently existing; (ii) organizing workshops and conferences/awareness activities with employers and businessmen; (iii) acquisition of new books and periodicals. It should be mentioned that the marine engineering program will be financed by the World Bank. iv. Training. This sub-component will comprise the training of: (i) 154 faculty members on the new curricula; and (ii) 40 technicians on the maintenance and operating of the equipment. • Procurement of Goods: Procurement of Goods and Works will be in accordance with the Guidelines for Procurement of Goods and Works under the Islamic Development Bank Financing (May 2009). Acquisition of the services of the consultants will follow the Guidelines for the use of Consultants under the Islamic Development Bank Financing (May 2009) and as follows:. (i) International Competitive Bidding (ICB) limited to IDB Member Countries for the equipment, books and periodicals (ii) Shortlist of International Firms for the Curriculum review and development, (iii) Shortlist of Firms within IDB Member Countries for Training, (iv) National Hiring for the Project Management Unit Staff, and (v) National Shortlist for the selection of an accredited Audit Firm.
