REPUBLIC OF GABON MINISTRY OF INFRASTRUCTURES AND LAND PLANNING Date :22 February 2010 Tender n° :01/MEIAT/CAB/SG/DGEI Loan N° :GA-0046 INTERNATIONAL OPEN TENDER 1. The Government of Gabon received a financing from the Islamic Development Bank for the construction of the Akieni – Okondja road (74 km). 2. The Ministry of Infrastructures and Land Planning is calling for tenders for a single lot comprising the following main quantities: Firm Tranche: (i) Land clearing : 2,784,276 m2 ; (ii) Earthworks (cut and fill) : 2,217,395 m3 ; (iii) Construction of a bituminous 7 m wide pavement (26,596 m3 of asphalt concrete + 74,952 m3 de asphalted gravel + 143,551 m3 of treated natural laterite gravel + 344,891 m3 de laterite gravel) + two single layer surfaced shoulders 1.5 m wide each; (iv) Replacement of existing metallic drainage pipes by reinforced concrete box culverts and construction of new hydraulic structures (42 pipes and 17 box culverts of different sizes); (v) Longitudinal drainage by way of concrete trenches (7.51 km) and rectangular ditches (10.49 km) ; (vi) Rehabilitation of an existing bridge; (vii) Construction of intersections and crossings of villages including parking areas and sidewalks; (viii) Horizontal et vertical signage and safety measures; (ix) Implementation of an Environmental Action Plan. Conditional Tranche: (i) Additional related works concerning the adjacent communities to the road; (ii) Construction of weighing stations and timber trucks parking areas; 3. The main qualification criteria to which bidders have to comply are the following: (i) an average annual turnover for road construction works during the last five (5) years amounting to at least forty billion CFA F (40,000,000,000); (ii) successful completion as main contractor during the last five years of at least one similar project; (iii) have the necessary equipment and machinery for the execution of the requested works; (iv) propose leading personnel having at least ten years of experience in conducting similar works; and (v) have its own credit facility or have access to a credit facility from a first order financial institution of an amount at least equivalent to ten billion CFA F (10,000,000,000). 4. For indicative purposes, the construction duration is of 30 months. 5. Interested contractors are invited to submit technical and financial proposals (in French language) for the implementation of the above mentioned project. 6. The proposal shall be the basis for future negotiations to sign a contract. 7. During the preparation of the technical proposal, all conditions and instructions included in the tender documents shall be observed. If requested information is omitted, the proposal may be rejected. 8. The Tender Documents may be bought upon written request from the above address after paying the non-refundable sum of five hundred thousand (500.000) CFA F or its equivalent in convertible currency. 10. All bids must be submitted at the above address on Tuesday 27 April 2010 at 15:00 (Local Time) at the latest. Bids must be accompanied with a Bid Guarantee of One (1) billion CFA Francs (or its equivalent in a convertible currency). The Bid Guarantee must be established by a first order bank and must be valid for one hundred and fifty (150) days after the date of submission of the proposals. The Bid Guarantee could be, to the choice of the bidder, either a certified cheque or a bank guarantee. The absence or non-conformity of this bid guarantee to the model attached to the tender Documents shall lead to the rejection of the corresponding bid. 11. The bids shall be opened on Tuesday 27 April 2010 at 15:30 (local time) at the meeting room of the Ministry of Infrastructures and Land Planning located on the first floor in the presence of the members of the bids evaluation committee, the officials of the Ministry and the representatives of the bidders who choose to be present. 12. The preferential clause of national/local and regional firms is not applicable. 13. The group site visit (recommended) and the meeting preceding the preparation of the proposals shall take place from 25 to 28 March 2010.
