1. Republic of Tajikistan has received a loan from Islamic Development Bank (IDB) towards the cost of Construction and equipping of Khatlon inter-district multipurpose hospital and it is intended that part of the proceeds of this loan will be eligible payments under the Contract. Bidding is open to Bidders from eligible sources countries of IDB. 2. The Inter-sectoral working group of the Ministry of Health for the project implementation, acting on behalf of Ministry of Health of the Republic of Tajikistan (the Employer) invites sealed bids from eligible Bidders for the delivery of their offers for the project “Construction and equipping of Khatlon inter-district multipurpose hospital project”, No credit/ IDB/ICB. The works include: 1. construction of the main building including electro-mechanical part 2. construction of transformer plant 3. construction of guardhouses 4. construction of generator facilities 5. internal water and sewage systems 3. International competitive Bidding will be conducted in accordance with IDB’s and FIDIC Single-Stage: One envelope Bidding procedure. 4. Qualifications of bidders to perform the contract will be examined on the basis of the following minimum requirements: a. The bidder shall have an average annual construction turnover as prime contractor (calculated as total certified payments received for contracts in progress or completed) over the last five years of at least US $ 10 000 000. b. The bidder must demonstrate access to, or availability of, financial recourses such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet US $ 2 000 000 c. The bidder shall have experience under building construction contracts in the role of contractor for at least last five years prior to the bid submission deadline. d. The bidder shall have qualified key personal with experience under building medical facilities construction projects, electro-mechanical engineering communications at least seven years prior to the bid submission deadline. 6. The bidder must visit project side. All costs and chargers in connection with the above mentioned visit shall be born by the Tenderer. 7. Bids must be delivered: • To the office of Inter-sectoral working group of the Ministry of Health for the project implementation at the address stated above • On or before at 09:00 a.m. (Dushanbe time) on “26” July 2008. Late Bids shall be rejected. Electronic bidding will not be permitted. • Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 09:30 a.m. (Dushanbe time), “26” July, 2008. • MOH and Project Management Working group will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids 8. All Bids must be accompanied by a Bid Security of US$ 250 000 or an equivalent amount in a freely convertible currency. Bid security shall remain valid for 28 days beyond the validity of bid i.e. up to 55 days from the date of bid submission (i.e. up to September “24” 2008). 9. In the comparison of Bids, IDB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents. 10.
