REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Republic of Tunisia Ultra Fast Broadband (UFB) Policy The Government of Tunisia has received a financing from the Arab Financing Facility for Infrastructure (AFFI) and intends to apply part of the proceeds of this financing for a study to develop ultra-fast broadband (UFB) in Tunisia through the designing of strategic policy options that will lead to Public-Private Partnerships (the “Project”). The AFFI is a partnership of the World Bank (IBRD), International Finance Corporation (IFC), and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides technical assistance in the form of awareness raising, enabling environment strengthening and transaction advisory services to Arab governments, to assist in developing their Public-Private Partnership (PPP) agenda and preparing PPP projects. In this regard, the Islamic Development Bank (IDB), on behalf of the TAF, now invites consultants to indicate their interest in providing the services for the above mentioned study. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments with supportive references, experience in similar conditions/countries, availability of appropriate skills among staff, etc.). The scope of the assignment will cover: (i) Inventory of existing fixed infrastructure (ii) Socio-economic assessment of Tunisia’s market for UFB (iii) Assessment of technology, regulatory and financial elements in the formulation of an UFB Policy to support the development of sustainable PPPs Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Following this invitation for Expressions of Interest, a shortlist of qualified firms will be invited to submit proposals.
