ISLAMIC REPUBLIC OF PAKISTAN FEASIBILITY STUDY FOR SUSTAINABALE DEVELOPMENT OF MINI DAM COMMAND AREA IN THE POTHOHAR REGION PROJECT AGRICULTURE AND FOOD SECURITY Mode of Financing: IsDB TA GRANT Financing No. 3PAK-0162 The Federal Water Management Cell of Ministry of National Food Security and Research, Government of Pakistan has received financing in the amount of ID 200,000 (approx. equivalent US$ 300,000) from the Islamic Development Bank (IsDB) toward the cost of the “Feasibility Study for Sustainable Development of Mini Dam Command Area in The Pothohar Region”, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Pakistan. The development objectives is to contribute to the improvement of food security, and increase farmer’s income and the welfare of rural communities through development of Mini Dam Command Areas. This would improve water use efficiency; protect soil erosion, flooding and access to renewable energy in rural communities in Pakistan. The project will include the following components: 1. Consultancy Services - Feasibility Study and Stakeholder Sensitization: The study will do the technical, financial, socio-economic and organizational verification of the feasibility of objectives in the context of expanding advanced irrigation technologies in command areas under the Regional Program for Food Security. In particular, the selected consultant will carry out detail feasibility study based on ToR. A comprehensive feasibility study should present the different investment and operating cost with the view of easing identification of the best solutions that would yield the best benefits to Government of Pakistan. The report should demonstrate that the proposed alternative is technically feasible, economically justifiable, environmentally safe and socially acceptable to the beneficiary communities. The Consultancy Services to be selected from the short-list of consultancy firms from the Member Countries (ICB-MC) of the Bank. 2. Goods - Field Demonstration of Advance Irrigation Technologies: The field demonstration focuses will be on improving water use efficiency at pilot on-farm level and will provides advanced technologies, that will be procured on the basis of national shopping: (i) Solar pump system to pressurize the irrigation water, (ii) Installation of drip/sprinkler system on pilot basis and tunnel farming. The Goods for the field demonstration sites to be procured on the basis of national shopping. 3. TA Management and Coordination: The project management will includes i) Suppy the IT equipment and furniture for the Project Management Unit office to be procured on the basis of national shopping; ii) selection of audit firm for the financial audit of the project to be selected from the short-list of national audit firms. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
