REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Republic of Tunisia Diagnostic Study of Private Sector Participation in Municipal Services Delivery To help municipalities improve the quality and coverage of municipal infrastructure and services delivered to citizens, the Government of Tunisia is interested in developing private sector participation in the provision of municipal services such as solid waste management, street lighting, etc. For this purpose, it has obtained financing from the Arab Financing Facility for Infrastructure (AFFI) to undertake a diagnostic study on private sector participation in municipal services delivery. The AFFI is a partnership of the World Bank (IBRD), International Finance Corporation (IFC), and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides technical assistance in the form of awareness raising, enabling environment strengthening and transaction advisory services to Arab governments, to assist in developing their Public-Private Partnership (PPP) agenda and preparing PPP projects. In this regard, the Islamic Development Bank (IDB), on behalf of the TAF, now invites consultants to indicate their interest in providing the services for the above mentioned study. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments with supportive references, experience in similar conditions/countries, availability of appropriate skills among staff, etc.). The scope of the assignment will cover: (i) undertaking a diagnostic review of the Tunisian private sector participation (PSP) enabling framework for local governments, including its policy, legal/institutional/regulatory/municipal project financing frameworks; (ii) benchmarking Tunisian PSP experience in municipal infrastructure and service delivery with international good practices; (iii) recommending a set of actions and reforms taking into account the present transitional and decentralization context which would aim at fostering of private sector participation in municipal infrastructure and service delivery; (iv) identifying most attractive municipal PSP project opportunities which could be implemented with private sector participation in the short term; and (v) framing a roadmap for creditworthiness enhancement of Local Governments. Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
