INVITATION FOR BIDS (IFB) REPUBLIC OF TURKEY RAILWAY MODERNIZATION PROJECT Procurement of 80 electrical locomotives and one simulator with 5 % spare parts thereof within the scope of Licensing and Technology Transfer BRIEF DESCRIPTION OF GOODS Reference: Electrical Locomotives Project ICB No : PoR-TU-0148 1. This invitation for bids follows the general procurement notice for this project that appeared in Electrical Locomotives Project, issue no. ICB No: PoR-TU-0148 of 02/06/2009. This was published in one international newspaper, in the Official Gazette and the TCDD and IDB Website. 2. General Directorate of Turkish State Railways Administration has received a finance facility of 199, 75 Million USD from the Islamic Development Bank for financing modernization project of the Railways on the condition that remaining balance is covered by owned resources and it has been decided that such a fund to be used for the settlements in the scope of the contract for procurement and purchase of 80 electrical locomotives and 1 simulator with 5 %spare parts thereof to be procured in the scope of license and technology transfer. 3. General Directorate of Turkish Railway Administration now invites sealed bids from eligible bidders for procurement of 80 electrical locomotives and 1 simulator with 5 % spare parts thereof to be purchased within the scope of license and technology transfer. The goods offered from abroad shall be delivered as follows: 8 units Locomotives CIP Landed Haydarpaşa port (on Rail) Istanbul-TURKEY, 72 units Locomotives CIP General Directorate of TÜLOMSAŞ/Eskisehir- TURKEY (on Rail), 1 unit of Training Simulator CIP Directorate of Eskisehir Training Center (turnkey delivery) and License and Technology Transfer Contract TCDD-TURKEY. 4. Bidding will be conducted through the international or national competitive bidding procedures specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing, and is open to all bidders from eligible source countries as defined in these Guidelines. 5. Interested eligible bidders may obtain further information from address given in article 7.1. And inspect the bidding documents between 8:30-12:30 and 13:30-17:30 local time. 6. A complete set of tender documents in Turkish and English may be purchased by interested bidders upon the submission of a written application to the address given in article 7.2 and payment of a nonrefundable fee 10.000,-TL in cash to the Central Cashier's office of General Directorate of Turkish State Railways. Bidders will receive tender documents by hand from the address given in article 7.2 7. Bids must be delivered to the given address which is explain in article 7.1 before 14:00 local time on 24/06//2010 All bids must be presented with bid security shape and quantity as explained in delegating documents. Late bids will be rejected.
