GOVERNMENT OF ARAB REPUBLIC OF EGYPT MINISTRY OF ELECTRICITY AND ENERGY EAST DELTA ELECTRICITY PRODUCTION COMPANY (EDEPC) WEST DAMIETTA POWER PROJECT PHASE II CONVERTING EXISTING SIMPLE CYCLE TO COMBINED CYCLE PLANT General Procurement Notice (GPN) The Government of Egypt has requested financing from the following International Financing Agencies (IFAs): European Bank for Reconstruction and Development (EBRD), Islamic Development Bank (IDB), and the Saudi Fund for Development (SFD) towards the cost of West Damietta Power Project Phase II; Converting Existing Simple Cycle to Combined Cycle Plant, and it intends to apply the proceeds of financing to eligible payments for goods and works lo be procured under this Project. Bidding for contracts financed by the IFAs will be through international competitive bidding (ICB) and will be governed by the Rules of Procedure for Procurement of Goods and Works of the respective IFA. The principal objective of the project is to provide environmental friendly energy with a reasonable price for the investment sector (Industrial. agricultural or commercial) as well as the household sector. This objective is in line with the Ministry of Electricity and Energy policy of providing the electrical energy to all consumers in Arab Republic of Egypt. The project involves the addition of Heat Recovery Steam Generators and Steam Turbine Generators complete with all auxiliaries to the existing simple cycle plant in order to increase the efficiency and production capacity of the existing plant while maintaining the same fuel consumption levels. The project will include the following goods and works: • Supply and Installation of Heat Recovery Steam Generators. • Supply and Installation of Steam Turbine Generator and Condenser. • Supply and Installation of Electrical Equipment and Instruments. • Supply and Installation of Mechanical Equipment and Piping. • Supply of Pumps and Drives • Civil Works • Environmental Monitoring • Wrap-up Insurance • Consultancy and Project Management Services (Engineering, Procurement and Construction • Supervision Services) Specific Procurement Notices for contracts to be bid under International Competitive Bidding (ICB) procedures will be announced, as they become available.
