Financing: ISLAMIC DEVELOPMENT BANK (IDB) 1. The Government of the Republic of Cameroon has received funding from the Islamic Development Bank (IDB) toward the cost of the Livestock and Fisheries Development Project (LIFIDEP) for the North West Region of Cameroon and the North West Development Authority (MIDENO) intends to apply a portion of this financing to eligible payments under the Contract for the supply of Vehicles. 2. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the UN Development Business website dated 7th January 2014, the IDB website dated 7th January 2014 and Cameroon Tribune dated 10th January 2014. 3. Participation in this invitation for bids shall be opened exclusively to member country Contractors of Islamic Development Bank (IDB). Besides the clause on boycott as per the Islamic Conference Organization, the Arab League and the African Union Regulations, shall be qualified as Contractor of the IDB Member Countries any Contractor that meets the following conditions: a) Registration or legal constitution in an IDB Member Country; b) Main area of activity in an IDB Member Country; c) More than 50% of the social capital is owned by one or many enterprises in one or many IDB Member Countries and/or by nationals of such Member Countries; d) The staff charged with the supply of the goods is composed of more than 80% of nationals of IDB Member Countries, irrespective of whether he/she is employed directly or by a Sub-Contractor. e) The majority of the supervisory and professional staff is composed of nationals of IDB Member Countries or of other Member Countries; In addition to the above conditions, shall be excluded from the tender, any Contractor that falls under the following provisions: - Enterprises under suspension because of the cancellation of a contract, in keeping with article 102 of the Cameroon Public Contracts Code, - Non-legally and financially autonomous public enterprises which are not managed in keeping with commercial law rules. 4. Bidding will be conducted through the International Competitive Bidding IDB Member countries procedures according to "Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing, May 2009", and is open to all bidders from Eligible Countries as defined in the Guidelines as per 3 above, 6. Bids that do not contain such information may be rejected. 7. Such a receipt shall identify the payer as representing a Contractor or “joint-venture” willing to participate in the bid. 8. Bids shall be valid for one hundred and twenty (120) days from the date of submission. 9. The deadline provided for the supply is 2(two) months from the date of notification to the successful bidder to supply the goods. 10. Bids shall include a bid security (provisional Bank Guarantee or bid bond), issued in keeping with the tender model by a first category banking institution approved by the Cameroon Ministry in charge of finance. It shall stand at Three million (3 000 000) Francs CFA and be valid for a period of one hundred and fifty (150) days with effect from the tender-submission deadline. A provisional guarantee issued by a non Cameroon-based banking institution shall be accepted only if a local bank approved by the Ministry in charge of finance has been designated as its correspondent to make the guarantee operative. The absence or non-compliance of the provisional guarantee with the tender model can lead to rejection of the corresponding offer. 11. Each bid written in English or French and in nine (09) sets, comprising one (01) original and eight (08) copies labelled as such, should reach the Secretariat of the Director General of MIDENO, MIDENO Building Ayaba street, PO Box 442, Mankon Bamenda, Cameroon, Telephone (+237) 77 70 43 25, e-mail: midenobda@yahoo.com on or before the 04 March 2015 at 10: 00 am local time (GMT+1).
