REPUBLIC OF CAMEROON Peace – Work – Fatherland ---------- MINISTRY OF PUBLIC WORKS ---------- SECRETARIAT GENERAL --------- DEPARTMENT OF ROAD INVESTMENTS AND MAINTENANCE --------- GENERAL PROCUREMENT NOTICE AGPM/MINTP/SG/DIER/DIER40/DIER41 For Pavement Works of the Foumban – Manki Road Section (40 km) on National road No 6 A) Subject The objective of the General Procurement Notice is to inform contractors of the Islamic Development Bank (IDB) and the OPEC Fund Member Countries that the Cameoon Government intends to issue an invitation to tender for the selection of a contractor or joint-venture for the construction works of the Foumban – Manki road section (40 km) on NR6. B) Scope of works The works shall include the upgrading of a 40 km existing road with realignment for a reference speed of 80 km/h, 60 km/h and exceptionally 40 km/h on a cliff of about 3.5 km. The works shall also comprise the construction of structures including one 40m reinforced concrete bridge and the bituminous concrete surfacing of a 7,4 m wide carriageway in the open-country and 9 m in build-up areas, including double surface dressing shoulders. C) Elligibility Participation in the selection shall be open exclusively to contractors of the Islamic Development Bank (IDB) and OPEC Fund Member Countries. Besides the clause on boycott as per the Islamic Conference Organisation, the Arab League and the African Union Boycott Regulations, shall be qualified as contractor of the IDB or OPEC Member Country any contractor that meets the following conditions: 1. it is registered or otherwise organized in a Member Country of the IDB or OPEC Fund; 2. its principal place of business is located in a Member Country of the IDB or OPEC Fund; 3. it is more than 50% beneficially owned by a firm or firms in one or more Member Countries (which firm or firms must also qualify as to nationality) and/or citizens of such Member Countries; 4. not less than 80% of all persons who will perform services under the contract, whether employed directly or by a subcontractor, are nationals of IDB or OPEC Fund Member Countries; and 5. the majority of managerial and professional staff are nationals of the Beneficiary Member Country or of other IDB or OPEC Member Countries.
