The Government of Sierra Leone has received financing from the Islamic Development Bank toward the cost of the Reconstruction of Kambia – Tomparie – Kamakwei Road Project 105Km with ancillary works and intends to apply part of the proceeds for consulting services.

 

The Sierra Leone Road Authority (SLRA) seeks to engage a consulting firm to oversee the design review and construction supervision of several key components for the project. These components include:

• Construction of 105km (Lot I: Kambia – Madina 41Km; Lot II: Madina – Tomparie 45km; and Lot III: Tomparie – Kamakwei 19.6Km) 7.3m carriageway and 1.5m shoulders on either side, drainage systems, side drains, and associated road infrastructure such as street lighting, signage, and other road furniture.
• Construction of Ancillary Works namely: Educational Classrooms x 3; Community Health Center x 3; Road Rest Area /Market Center x 2; Agricultural Storage Center x 3; Borehole Wells x 6; and Feeder Roads x 10km

The services include: The consultancy will be implemented over a period of 36 calendar months (24 months for construction supervision and 12 months for defect liability period) excluding specific periods for surveys and investigations on-site conducted by the contractor.

The Sierra Leone Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) information detailing the company’s existence years in business and areas of expertise (ii) list of similar assignments and experience in similar conditions, (such as supervision and control of complex and similar works) (iii) list and qualification of overall permanent staff of the firm and (iv) technical and management capacity and logistical means available (v) any other relevant information. Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the Quality Cost Based Selection limited to member countries firms (QCBS/MC) method set out in the Procurement Guidelines.
