- This invitation for prequalification follows the General Procurement Notice (GPN) for this project that appeared in IsDB website / DGmarket / UNDB Online / Tenderweek Website and Website of the Committee for Roads of the Republic of Uzbekistan dated January 23, 2025 on-line.
- The Republic of Uzbekistan has applied for financing from the Islamic Development Bank (IsDB) toward the cost of the Reconstruction and Upgrading of A373 Road (0-37 km), and intends to apply part of the proceeds toward payments under the contract for A373-RC-01 Reconstruction and Upgrading of A373 Road (0-37 km).
- The Avtoyulinvest Agency under the Road Committee of the Ministry of Transport of the Republic of Uzbekistan (Employers) and Project Implementation unit (AA) intends to prequalify contractors and/or firms for Reconstruction and Upgrading of A373 Road (0-37 km). It is expected that invitations for bid will be made in February 21, 2025. Eligible applicants with the following key qualifications are invited to participate in this prequalification process:
• Financial Resources: Minimum financial resources to meet the construction cash flow requirements estimated as: 10 500 000.00 US $
• Average Annual Construction Turnover: Minimum Average Annual Construction Turnover: 84 250 000.00 US $
• Specific Construction & Contract Management Experience:
- (i) A minimum number of similar contracts satisfactorily completed as a prime contractor, joint venture member, management contractor, or subcontractor between January 1, 2019, and the application submission deadline: (i) 2 contracts, each of minimum value USD 63 mln; Or (ii) Subject to compliance as per (i) above with respect to minimum value of single contract, total number of contracts is equal or less than 6 but the total value of all such contracts is equal or more than USD 130 mln.

The similarity of the contracts shall be based on the following: Based on Section VII, Scope of Works, with the minimum key requirements:
- Cement Concrete Pavement, 4-line road with а minimum total length 18,5 km.
- For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor8 between 1st January 2019 and application submission deadline, a minimum construction experience in the following key activities successfully completed: (i) Successful completion of construction/reconstruction of highway with cement concrete pavement with thickness of minimum 25 cm as part of one or several contracts with the following parameters: 1 bridge, 3 overpass , 4 pedestrian bridges;

- Prequalification will be conducted through prequalification procedures specified in the Islamic Development Bank’s Guidelines for the Procurement of Goods, Works and Related Services under IsDB Project Financing, April 2019, revised in February 2023 (“Guidelines”) and is open to all applicants from eligible source countries, as defined in the Guidelines. Bidding will be conducted through the open International Competitive Bidding (ICB Open) procedures as specified in the Guidelines.
- Interested eligible applicants may obtain further information from AA and inspect the Prequalification documents during office hours 09:00 to 17:00 hours Tashkent time at the address given below.
- A complete set of prequalification documents in English may be purchased by interested eligible applicants upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 300 or in UZS (Uzbek sum) as per the rate of the Central Bank. The method of payment will be direct deposit to the bank account below. The document will be sent by e-mail, which will be specified in your letter.

- Documents can be collected exclusively from the PIU at the address below, during office hours from 09:00 to 17:00 hours Tashkent time.
- Applications for prequalification should be submitted in sealed envelopes, delivered to the address below before April 07, 2025, 15:00 hours Tashkent time, and be clearly marked “Application to Prequalify for Reconstruction and Upgrading of A373 Road Project and Contract names (Reconstruction and Upgrading of A373 Road Project A373-RC-01)”. Applicants have no the option of submitting their Applications electronically. Delayed applications will be rejected. The applications will be publicly opened in the presence of Applicants’ representatives and anyone who wished to come at the address below.
- The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Application.
