EXPRESSION OF INTEREST AND PRE-QUALIFICATION Consultancy Services for Equipping of 510 Bed Teaching Hospitals In Islamabad 1. National University of Sciences and Technology (NUST) plans to undertake the construction of the state-of-the-art 510 bed teaching hospital in Islamabad, through financing by Islamic Development Bank (IDB). The Islamic Development Bank has also provided finance of US $ 22.57 million under the Installment Sale Agreement for equipping the said teaching hospital. 2. The intention of this invitation is to shortlist suitable consultancy firms/JVs from which the technical and financial proposal will be invited. Consultancy services for the procurement / installation of Medical / Non Medical equipment services will be procured though a competitive bidding process Quality and Cost Based Selection (QCBS) method among the short-listed IDB member countries consultants. 3. Applications for pre-qualification are invited from leading consulting firms (IDB Member Countries) to provide consultancy services for procurement and to supervise installation of medical and non medical equipment. Consultant will be responsible for preparation of detailed technical specifications of hospital equipment (medical & non medical), prepare packages / tender documents, analyze award of Contract, procurement services and supervise installation in coordination with construction contractor. 4. The leading firms interested in the project are requested to submit their applications containing the following information/particulars, duly supported by necessary documents:- a. Full name, address of the registered office with Telephone/Fax numbers and office receiving the official correspondence. b. Memorandum and Article of Association of the firm. c. Registration with Pakistan Engineering Council (PEC) Foreign firms to attach their willingness to register with PEC if Pre-qualified. d. Area of Responsibilities in case of joint venture of two or more firms. Lead firm must be from member country, however, JV partner may be from any other country. e. Bio data of technical / key personnel on the payroll of the firm /JV. f. Details of similar works carried out during the last 5 years duly supported with the documentary evidence. g. List and cost of similar projects in hand, indicating name of client and scope of work. h. Proof of financial stability i.e. audited accounts for last three years. i. Income tax certificate for the last three years. j. Affidavit that the firm has never been blacklisted and is not holding distribution rights of any manufacture firm of Medical Equipment. 5. Only those firms should apply who have previous experience of similar projects and have the necessary in-house expertise to undertake various specialized works related to the project. 6. Acquisition of the services of the consultants will follow the Guidelines for the use of Consultants under the Islamic Development Bank Financing (May 2009). 7. NUST reserves the right to reject any or all applications without assigning any reason thereof. 8. The application should reach the undersigned within 20 days of the appearance of this advertisement in print media.
