SPECIFIC PROCUREMENT NOTICE INVITATION FOR BIDS (IFB) REPUBLIC OF TURKEY RAILWAY TRACKS PROJECT Sector: Transportation Procurement of 60 E1 (60,21 Kg/M) And 49 E1 (49,39 Kg/M) Rails TUR-0147 ICB No: PoR-2 1. Republic of Turkey has received financing from the IDB toward the cost of Railway Tracks Project, and it intends to apply part of the proceeds of this financing to payments under the contract for Procurement of 60 E1(60,21 kg/m) and 49 E1 (49,39 kg/m) Rails / ICB No.: PoR-2. 2. The General Directorate of Turkish State Railways now invites sealed bids from eligible bidders for procurement of 15.816 tons of 60 E1(60,21 kg/m) rails and 10.000 tons of 49 E1 (49,39 kg/m) rails. The place of delivery for the rails offered from abroad shall be CIF Landed/CIP İskenderun Port and for the rails offered from within Turkey shall be EXW (loaded to wagons at the factory of bidder or at the nearest station). 3. Bidding will be conducted through the international competitive bidding procedures specified in the Guidelines for Procurement of Goods and Works under IDB Financing (May 2009), and is open to all bidders from eligible source countries as defined in these Guidelines. 4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given at item 6-1, from 9.30 a.m. to 16:30 p.m. local time. 5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address mentioned in item 6-1 enclosing a copy of bank payment receipt or transfer order to the account number or personal application to the address mentioned in item 6-2 and upon payment of a nonrefundable fee of TL 300. The method of payment will be direct deposit or bank transfer to the TCDD’s Account Number of 13000001 (IBAN Number: TR710001200945200013000001) for Turkish Lira at the HALKBANK, Ankara Kurumsal Branch located in Ankara/Turkey or direct deposit to the TCDD’s accounting office located given address in the item 6-2. The bidding documents will be collected by the bidders directly from the address for purchase of the bidding documents mentioned in item 6-2. The documents will be sent by courier if requested from address mentioned in the item 6-1. 6. Bids must be delivered to the address for delivery of the bids mentioned in item 6-1 before 14.00 local time on 30th of October 2012. All bids must be accompanied by a bid security in an amount not less than 3 % of the total bid price. Late bids will be rejected.
