REQUEST FOR EXPRESSION OF INTEREST NO 002/REOI/MIDENO/LIFIDEP/ 2014 FOR THE RECRUITMENT OF A CONSULTANT FOR THE DESIGN, ENGINEERING AND SUPERVISION OF INFRASTRUCTURE OF THE LIVESTOCK AND FISHERIES DEVELOPMENT PROJECT, NORTH WEST REGION OF CAMEROON 1. The Government of the Republic of Cameroon has obtained financing from the Islamic Development Bank (IDB) toward the cost of the Livestock and Fisheries Development Project (LIFIDEP), in the North West Region of Cameroon, and intends to apply part of the proceeds for various consultant services. These services include consultant services for the Design, Engineering and Supervision of Project Infrastructure. 2. This request for Expression of Interest is issued after the General Procurement Notice for this project that appeared in the UN Development Business dated 7th January 2014, the IDB website dated 7th January 2014 and Cameroon Tribune dated 10th January 2014. 3. The Project Infrastructure covers all of the North West Region of the Republic of Cameroon, made up of seven (7) Administrative Divisions and covering an estimated area of 17 812 km2 (about 1.8 million ha) and will consist of the following components and other ad hoc studies and supervision that may be required for the benefit of the project. A; Livestock Development Improvement of animal health  25 vaccination crutches  16 concrete dips with water tank  Renovation of 7 divisional clinics/Regional laboratory  Construction and equipment of 20 veterinary centers  Construction and equipment of 5 veterinary posts Improvement of marketing infrastructure  Construction of 3 milk processing plants  Construction of a modern slaughter house in Bamenda  Construction of 15 slaughter slabs  Construction of 50 meat sales slabs  Construction of 7 cattle markets  Construction of 14 sheep and goat markets Rehabilitation roads  Rehabilitation of 500 km of rural roads Social infrastructure  Construction of 100 classrooms  Construction of 27 water schemes  Construction of 20 community centers  Construction of 20 Health centers  Construction of 100 school toilettes B; FISH DEVELOPMENT  Construction of a fish farming center with 10 brooding ponds, 1 hatchery, 1 laboratory and an office facility  Construction and equipment of an ice plant  Construction of feed mill building with packaging store  Construction of a concrete floor slab, with ice plant 2 ton capacity and a borehole with an overhead tank and generator.  Construction of concrete tanks 4. The North West Development Authority (MIDENO), the Executing Agency and Contracting Authority of LIFIDEP, now invites eligible Consultants to indicate their interest in providing the services. Interested consultants who have experience in Design, Engineering and Supervision of Buildings, rural water schemes and rural road infrastructure, must provide information indicating that they are qualified to perform these services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). 5. Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), as well as the nature of its business (commercial or not-for profit). 6. The consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009). 7.
