Developing a Greenhouse Gas Accounting Tool to Reinforce the Role of Islamic Financial Institutions in Supporting Climate Action

Consultancy Services for New Product Development and Capacity Building

The General Council for Islamic Banks and Financial Institutions (CIBAFI) has received financing from the Islamic Development Bank toward the cost of the Development of a Greenhouse Gas Accounting Tool to Reinforce the Role of Islamic Financial Institutions in Supporting Climate Action and intends to apply part of the proceeds for consultant services. The services include:

  • Produce a high-quality, practical Guide for Greenhouse Gas Accounting Tool related to a set of Islamic asset classes.
  • Conduct training sessions (workshops) for the implementation of the tool by Islamic Financial Institutions.
  • The execution period of this project is one year, starting from 1 July 2021.

The General Council for Islamic Banks and Financial Institutions (CIBAFI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are:

  • Extensive experience in Islamic Finance/Accounting/Sustainability and climate change and greenhouse gas emissions matters.
  • The consultant(s) needs to be bilingual with an excellent level in Arabic and English, both in speaking and writing.

The shortlisted candidates will be requested to provide a technical proposal for further evaluation.

The attention of interested Consultants is drawn to Paragraphs 1.23 and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”) policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected under the Quality Cost Based Selection (QCBS) procurement method from an international shortlist, which is set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
