MINISTRY OF EDUCATION AND SPORTS INTERNATIONAL COMPETITIVE BIDDING (MEMBER COUNTRIES) UNDER THE PROJECTS COORDINATION UNIT FOR ISLAMIC DEVELOPMENT BANK PROJECT IN UGANDA Procurement Ref: IDB-MOES/SPLS/14-15/00077 1. The Government of Uganda has received financing from the Islamic Development Bank (IDB), under Loan Agreement No. UG-0071, toward the cost of Phase 1 of the Uganda National Education Support (UNES) Project and it intends to apply part of the proceeds of this financing to payments under contracts for the supply and installation of priority training supplies and equipment for the two Uganda Technical Colleges (Elgon and Lira) and one National Teachers’ College at Unyama. 2. The Ministry of Education and Sports, the Executing Agency for the UNES Project, now invites sealed bids from eligible bidders for the subject supplies, which have been divided into 5 (Five) Lots as indicated below, each Lot constituting a separate bid. Bidders are free to bid for all the five Lots but the award of supply contracts shall be limited to a maximum of 3 (three) lots. Lot 1: Supply & Installation of Civil, Mechanical, Electrical & Electronics Equipment (UTCs) Lot 2: Supply & Installation of Laboratory Equipment & Reagents (NTC) Lot 3: Supply & Installation of ICT Equipment Lot 4: Supply & Installation of Furniture Lot 5: Supply & Delivery of Text Books Evaluation and Selection Criteria 3. Bidding will be conducted through the International Competitive Bidding Procedure (limited to Member Countries) as detailed in the ‘Guidelines for Procurement of Goods and Works under IDB Financing’. In addition to specific other guidance on the process, the bidding document contains the eligibility, evaluation and selection criteria to be applied. Bidders must however meet the following minimum criteria to qualify for award of contract. • Respective annual volumes of supplies contracts in any of the last five (5) years of: Lot 1: USD 2.5 Million, Lot 2: USD 0.35 Million, Lot 3: USD 0.35 Million, Lot 4: USD 0.7 Million and Lot 5: USD 0.45 Million • At least one successfully completed similar supplies contract in the last five (5) years per lot. Bidding Document and Submission Deadline 4. Interested eligible bidders may obtain further information from the Ministry and inspect the Standard Bidding Document (SBD) at the following address, on working days between 09:00hrs and 15:00hrs. A complete set of the SBD in English may be purchased by interested bidders on submission of a written application to the address below (including the bidder’s full contact details) and upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand only). Hard copies of the SBD may be collected from the above address on presentation of proof of payment. Soft copies shall be e-mailed to all bidders. 6. A pre-bid meeting shall be held at the above address at 10:00hrs local time on Friday, January 9, 2015. All participating bidders (or their representatives) are encouraged to attend. 7. Sealed bids satisfying the conditions of the issued SBD must be delivered at the above address at or before 11.00hrs local time on Friday, February 6, 2015. Late bids will be rejected. All bids must be valid for a period of 120 days and must be accompanied by bid securities in the following respective amounts per lot, or an equivalent amount in any freely convertible currency: Lot 1: UGX 80,000,000 (or USD 30,900); Lot 2: UGX 10,400,000 (or USD 4,000); Lot 3: UGX 10,400,000 (or USD 4,000); Lot 4: UGX 22,000,000 (or USD 8,500); and Lot 5: UGX 13,000,0000 (or USD 5,000). 8.
