The Uganda Muslim Education Association (UMEA) has received funds from the Islamic Development Bank (IsDB) and it intends to apply part of the funds toward payments for construction works of a commercial and residential complex building.

The Uganda Muslim Education Association (UMEA) now invites sealed bids from eligible bidders for construction services of a commercial and residential complex building at Kibuli hill as described below. The construction period is 12 Months.

The project is located in city of Kampala, Uganda occupying plot number 1995 Kibuga Block 15 (2.141 hectares) registered in the names of Uganda Muslim Education Association (UMEA).

The project comprises of 4 blocks having 5 levels above ground level and closed car parking under ground level of blocks with gross closed construction area of about 12500 m2. 2 of the blocks are intended to be used for commercial purposes including retail areas at ground level and offices at the upper levels. The remaining 2 blocks are intended to be used as 2 bedroom & 1 bedroom residential apartments at upper floors and retail areas at the ground 

level. The commercial areas will be shell & core completed whereas residential and common areas shall be fit-out completed in the scope of project.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the IsDB’s Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (April 2019), and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the Uganda Muslim Education Association (UMEA) offices at the address below during office hours from 09:00 - 16:00 hrs Monday to Friday. A complete set of bidding documents in English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 150,000. The method of payment will be cash to be paid at the UMEA cash office. The bidders will be issued with the document upon presentation of the receipt.

All bids must be accompanied by a bid security of the amount UGX 600 000 000 in form of a Bank Guarantee only and be delivered to the address below not later than 12:00Noon on 28th September 2020. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected and returned unopened.
