RURAL ELECTRIFICATION AGENCY MINISTRY OF ENERGY AND MINERAL DEVELOPMENT PROJECT NAME: FEASIBILITY STUDIES FOR THE ELECTRIFICATION OF BUVUMA & SIGULU ISLANDS ON LAKE VICTORIA. SECTOR: ENERGY CONSULTING SERVICES MODE OF FINANCING: GRANT REQUEST FOR EXPRESSION OF INTEREST Reference Number: REA/SRVCS/14-15/00390 The Government of the Republic of Uganda has received financing from the Islamic Development Bank towards the cost of the Feasibility studies for the Electrification of Buvuma & Sigulu Islands on Lake Victoria, and intends to apply part of the proceeds for consultancy services. The services include carrying out a feasibility study comprising two phases namely: • Phase I: Study the various electrification options for both Islands; • Phase II: Conduct Preliminary Designs of the most appropriate electrification option including preparation of tender documents for construction works. Please refer to the General Procurement Notice (GPN) for this project that appeared in the New Vision, dated Thursday May 21, 2015. The Rural Electrification Agency (REA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Design of 33 kV electricity distribution networks (including sub-sea networks) and at-least one design project funded by either a Multi-Development Bank or any Bilateral/Multilateral International Organization; • Having performed the same tasks in similar conditions (e.g. Tropical islands); • Design of off-grid systems with a combination of supply sources including the possibility of grid interconnection using submarine cable. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
