MINISTRY OF EDUCATION, SCIENCE, TECHNOLOGY AND SPORTS OPEN INTERNATIONAL COMPETITIVE BIDDING (ICB) UNDER THE ISLAMIC DEVELOPMENT BANK FUNDED UGANDA NATIONAL EDUCATION SUPPORT (UNES) PROJECT Procurement Ref: IDB-MOES/SPLS/14-15/00077-(Lot 1 Re-tender) 1. The Government of Uganda has received financing from the Islamic Development Bank (IDB), under Loan Agreement No. UG-0071, toward the cost of Phase 1 of the Uganda National Education Support (UNES) Project and it intends to apply part of the proceeds of this financing to payments under contracts for the supply and installation of priority training supplies and equipment for the two Uganda Technical Colleges (Elgon and Lira) and one National Teachers’ College at Unyama. 2. The Ministry of Education, Science, Technology and Sports, the Executing Agency for the UNES Project, now invites sealed bids from eligible bidders for the Supply & Installation of Civil, Mechanical, Electrical & Electronics Equipment at the two Uganda Technical Colleges, through this re-tender process for Lot 1. 3. Bidding will be conducted through the Open International Competitive Bidding Procedure as detailed in the ‘Guidelines for Procurement of Goods and Works under IDB Financing’. In addition to specific other guidance on the process, the bidding document contains the eligibility, evaluation and selection criteria to be applied. Bidders must however meet the following minimum criteria to qualify for award of contract. • Annual volumes of training supplies contracts in any of the last five (5) years of USD 2.5 Million. • At least three successfully completed similar technical training supplies contracts in the last three (3) years with minimum value of the bid price. 4. Interested eligible bidders may obtain further information from the Ministry and inspect the Standard Bidding Document (SBD) at the following address, on working days between 09:00hrs and 15:00hrs. A complete set of the SBD in English may be purchased by interested bidders on submission of a written application to the address below (including the bidder’s full contact details) and upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand only). Interested bidders should obtain bank payment advice forms from the Office of the Cashier on 5th Floor of Embassy House and pay at the designated bank. Hard copies of the SBD may be collected from the above address on presentation of proof of payment. Soft copies shall be e-mailed to all bidders. 6. A pre-bid meeting shall be held at the above address at 10:00hrs local time on Monday, August 31, 2015. All participating bidders (or their representatives) are encouraged to attend. 7. Sealed bids satisfying the conditions of the issued SBD must be delivered at the above address at or before 11.00hrs local time on Tuesday, September 29, 2015. Late bids will be rejected. All bids must be valid for a period of 120 days and must be accompanied by a bid security of an equivalent amount in any freely convertible currency: UGX 80,000,000 (or USD 30,900). 8. Bids will be opened at the address at No. 4 on the above deadline date for bid submissions at 11.15hrs local time, in the presence of bidders’ representatives who choose to attend.
