ORGANISATION POUR LA MISE EN VALEUR DU FLEUVE GAMBIE GENERAL PROCUREMENT NOTICE Country: Multinational (The Gambia, Guinea, Guinea Bissau and Senegal) Name of Project: OMVG Energy Project Sector: Energy Type of publication: General Procurement Notice Type of bidding: Open International Competitive Bidding with prequalification Mode of Financing: Financing No.: Date of publication: 19 October 2014 Status: Open 1.The Gambia River Basin Development Organization (OMVG), on behalf of the Governments of the Republics of The Gambia, Guinea and Senegal, has applied for financing in the amount of Euros 120 million equivalent from the Islamic Development Bank towards the cost of the OMVG Energy Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by Islamic Development Bank (IsDB), International Development Association (IDA) of World Bank, French Agency for Development (AFD), African Development Fund (ADF) of African Development Bank (AfDB), European Investment Bank (EIB), West African Development Bank (BOAD) and Kreditanstalt für Wiederaufbau (KfW) of Germany. 2.The project will include, among others, the following components: •Works: (i) 225 kV Interconnection network between The Gambia, Guinea, Guinea Bissau and Senegal comprising 7 lots of 225 kV transmission lines, 5 lots of HV/MV substations and 1 lot of Dispatching and SCADA Systems ; and (ii) Electrification of localities along the HV transmission line and HV/MV substations. •Services: Project Management and technical assistance to the OMVG Executive Secretariat. This component comprises in particular, consultancy services for (i) Owner’s Engineer for the implementation of OMVG Energy Project, (ii) training, (iii) auditing and (iv) preinvestment studies of second-generation hydroelectric works of OMVG energy program, namely Digan, Fello Sounga and Saltinho (feasibility, detailed design, drawing up of bidding documents and environnemental and social plan studies) as well as technical assistance. •Goods: Equipment of Project Management Unit (PMU) and national and regional support entities to the project. 3.Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009). Moreover, two other procurement procedures will be used for the contracts financed by other technical and financial partners of the project, namely: •Procurement of contracts financed by World Bank and other technical and financial partners agreed to use its procedures will be conducted through the procedures as specified in the Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD loans and IDA credits & grants by World Bank borrowers (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits & grants by World Bank (current edition). •Contracts financed by African Development Bank will be conducted through the procedures as specified in the Rules and Procedures for Procurement of Goods and Works (May 2008 edition, Revised July 2012), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Rules and Procedures for the Use of Consultants (May 2008 edition, Revised July 2012). 4.Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website, OMVG Website and Jeune Afrique, and in local newspapers in OMVG member States (Observer in The Gambia, Horoya in Guinea, Jornal Nô Pintcha in Guinea-Bissau and Soleil in Senegal). 5.Prequalification of suppliers and contractors will be required for the following EPC turnkey contracts: a)Under package of Islamic Development Bank procurement procedures •Works Lot L2 (Senegal) - 225 kV transmission line between Tambacounda and Sambangalou and related electrification of localities along the transmission Line; •Works Lot P2 (The Gambia) – 225 kV/30 kV substations in Soma and Brikama (The Gambia) and related electrification of localities in the neighborhood of the substation; •Works Lot P4 (Guinea) – 225 kV/30 kV substations in Mali and Labé and 225 kV/110 kV/30 kV substation in Linsan (Guinea) and related electrification of localities in the neighborhood of the substation. b)Under package of World Bank procurement procedures •Works Lot L1 (Senegal) - 225 kV transmission line between Kaolack-Birkelane and Tambacounda; •Works Lot 4 (Guinea) - 225 kV transmission line between Linsan and Boké; •Works Lot L5 (Guinea, Guinea-Bissau and Senegal) - 225 kV transmission line between Boké (Guinea)- Saltinho-Bambadinca-Mansoa-Bissau (Guinea-Bissau) and Tanaff (Senegal); •Works Lot L6 (Senegal and The Gambia) - 225 kV transmission line between Tanaff (Senegal)- Soma (The Gambia)-Birkelane-Kaolack (Senegal); •Works Lot L7 (The Gambia) - 225 kV transmission line between Soma and Brikama; •Works Lot P1 (Senegal) – 225 kV expansion of Kaolack substation, 225 kV/30 kV substations in Sambangalou, Tambacounda and Tanaff; •Works Lot P3 (Guinea-Bissau) – 225 kV/30 kV substations in Saltinho, Bambadinca, Mansoa and Bissau; •Works Lot P4 (Guinea) – 225 kV expansion of Kaléta substation and 225 kV/30 kV substation in Boké. c)Under package of African Development Bank procurement procedures •Works Lot L3 (Senegal and Guinea) - 225 kV transmission line between Sambangalou (Senegal) and Mali-Labé-Linsan (Guinea); •Works Lot D1 (OMVG) – Dispatching and SCADA Systems (one main Dispatch Center at Kaléta equipped with EMS and one in back-up at Sambangalou); •Works - Electrification of localities along the transmission lines and substations. 6.Interested Bidders may obtain further information, and should confirm their interest in writing by contacting: Name of Contact Person: Justino Vieira Position of Contact Person: Executive Secretary Name of the Organization: Gambia River Basin Development Organization Tel: (221) 33 889 51 01 Fax: (+221) 33 822 59 26 E-mail: omvg@omvg.sn Web: www.omvg.org
