GENERAL PROCUREMENT NOTICE (GPN) INDONESIA THE QUALITY IMPROVEMENT OF PADJADJARAN UNIVERSITY PROJECT BANDUNG IND – 140/ 141 The Republic of Indonesia has received USD 35.228.000 under the loan from the Islamic Development Bank to finance the Quality Improvement of Padjadjaran University Project Bandung. The objection of the project is to support the education sector strategy of Indonesia to the increasing intellectual and welfare level of the communities. The proposed project will specifically improve the quality of the Padjadjaran University graduates by enhancing campus facilities through the provision of three different services of Higher Education namely: education, research and community services. The project include the following components: 1.Improving learning and research infrastructure comprising civil works, 18 new buildings and supporting infrastructure 2.Upgrading learning and research facilities through the acquisition of the equipment and furniture 3.Teaching and research quality improvement through the provision of curriculum development and skill development 4.Project management, comprising Project Management Supervision Consultant (PMSC), Detail Engineering Consultant (DEDC), Equipment Consultant (EQC), Project Management Unit (PMU), Start Up Workshop and Financial Auditing Consultant (FAC). Procurement of Goods and Works will be in accordance with the Guidelines for Procurement of Goods and Works under the Islamic Development Bank Financing (May 2009). Acquisition of the services of the consultants will follow the Guidelines for the use of Consultants under the Islamic Development Bank Financing (May 2009). Procurement of Goods: Procurement of Equipment (Laboratory, Classroom and Library) will be conducted through International Competitive Bidding through the procedure as specified in IDB’s Guidelines for Procurement under IDB Financing, dated May 2009, and is opened to all bidders from eligible countries as defined in the Guidelines. Procurement of Works: Procurement of Civil Works will done through International Competitive Bidding limited to IDB Member Countries through the procedures as specified in IDB’s Guidelines for Procurement under IDB Financing, dated May 2009, and is open to all bidders from eligible source countries as defined in the Guidelines. Selection of Consultant: Consultancy services for the DEDC, PMSC, EQC and FAC will be produred through a competitive bidding process using QCBS mode among the short-listed National Consultants.
