The project aims at improving the quality of water supply services in Balkan Velayat by increasing water resources availability and providing sustainable access to higher quality potable water to the population. This will be achieved through drilling new wells, upgrading existing water supply and treatment infrastructure and laying a new 121 km water transmission pipeline. Currently, there are two main sources of water: (i) Groundwater abstracted from the main wellfield in Yasga with 49 fresh water wells and from a similar number of saline water wells (in order to avoid intrusion of saline water into fresh water layer). The current fresh water production is 30,000 m3/day. Saline water of 50% of that volume (15,000 m3/day) is fully wasted. Water is transmitted to Balkanabat city and other areas through a 121 km existing main transmission line (in deteriorated condition with losses up to 10% during repair periods); (ii) Surface water from the Karakum canal is transmitted to an open reservoir in Balkanabat city (100,000 m3) and goes through a treatment plant before distribution. The infrastructure related to the water supply services is deteriorated and aged. The shortage of water in the project areas is estimated to be more than 40,000 m3/day. This will be covered by the new proposed project. Procurement of Goods, Works and related Services shall be carried out on the basis of International Competitive Bidding (ICB) limited to IDB member countries through prequalification of bidders.
